Strengthening online child protection: the Greek experience in implementing the Digital Services Act (DSA)

This article is part of the campaign DSA for YOUth - Protecting minors by design, focusing on the DSA guidelines for the protection of minors under the DSA, including the age verification (AV) and age-appropriate (AA) measures, and translating these rules into clear, practical, and jargon-free resources. DSA for YOUth SIC insights from Greece

Greece has taken an active role in strengthening the protection of minors online by implementing targeted policies and developing innovative practices under the framework of the Digital Services Act (DSA). Through coordinated actions and tools designed to address modern challenges, the country seeks to create a safe and trustworthy digital environment, placing the protection of children and the empowerment of families at the centre. 

National tools and initiatives for child protection 

As part of DSA implementation, Greece has introduced several tools that significantly improve the everyday online experience of minors: 

Kids Wallet

Kids Wallet promotes the responsible use of digital services and provides children and teenagers with safer options for online transactions. Beyond facilitating age-appropriate access, it empowers young users to develop healthy digital habits while offering parents greater transparency and control. Through secure verification methods, Kids Wallet ensures that children can explore the digital world more independently, but always within a protected and trusted environment. 

PARCO

PARCO equips parents with advanced parental control tools to prevent access to inappropriate content. It allows families to set clear boundaries on screen time, filter harmful or age-inappropriate material, and monitor children’s online activity in a balanced and respectful way. PARCO not only strengthens children’s online safety but also supports parents in guiding them toward responsible digital habits, fostering a healthier and more positive relationship with technology. 

Age verification blueprint

Greece is among the countries piloting this EU initiative, contributing to the development of more reliable and effective methods for verifying users’ age. The platform will also be connected with Kids Wallet to securely access the necessary age information, making the verification process easier and more trustworthy for everyone. In this way, the protection of minors is strengthened, while supporting a more responsible and transparent digital ecosystem. 

Your Safe Place

One of the flagship initiatives in Greece is Your Safe Place, an online platform developed by the Greek Safer Internet Centre, SaferInternet4Kids, exclusively for children and teenagers. Its goal is to provide clear, youth-friendly guidance on safe internet use and to create a dedicated space where young people can freely share and report matters of their concerns. 

A key feature is its direct connection to the national Help-line, giving children the opportunity to talk with specialised psychologists. This service is fully aligned with the DSA’s aim of offering tangible support mechanisms to underage users.

SafeLine as a Trusted Flagger  

The Greek hotline, SafeLine, serves as a central reporting mechanism for illegal and harmful online content. In November 2024, it was officially recognised by the national Digital Services Coordinator (DSC) as a trusted flagger, ensuring that its reports are prioritised by major online platforms. Following the implementation of the DSA, platforms are obliged to develop advanced reporting and moderation mechanisms to effectively respond to trusted flagger reports. As a result, illegal material reported to SafeLine is now removed within just a few hours. This recognition significantly boosts the efficiency and speed of tackling online harms, directly strengthening child protection and contributing to a safer digital environment for all.
