The  two legal “pillars” which form the basis of the audiovisual regulations: include 1. Audiovisual law number 504/2002 and 2. The Regulatory Code Regarding Audiovisual Content, which was adopted by CNA in 2006. These pillars contain the main principles regarding the “rules” of the audiovisual sector in Romania, and there are a number of other laws and regulations which apply – all of which can be found on the CNA site. Romania’s Regulatory Code of the Audiovisual Content contains provisions aimed at protecting children from depictions of violence and pornography.

This report was developed by a multidisciplinary group of 50 independent experts to document the best practices, risks, and dangers that children and adolescents face online. The report addresses key issues such as the impact of the digital environment on mental and physical health, the risks of consuming inappropriate content like pornography, and the importance of education and family involvement. It also highlights the role of digital literacy and proposes a roadmap of measures for public administrations to ensure the integral development of youth and children.

These guidelines contain regulatory measures that aim to ensure that influencers follow the specific requirements related to media services. This is being done to extend transparency and compliance regulations to influencers.

Persons with disabilities in Europe should enjoy fully their fundamental rights, have equal opportunities, and not face discrimination. Children with disabilities have the same rights as able- bodied children, e.g. the right to education, early childhood education and care, but often this does not happen in practice. Persons with disabilities are also targeted by hate speech and bullying, including in education institutions. New indicators will also cover children with disabilities.

Without Bullying. School Without Violence""  aims to combat and prevent bullying, cyberbullying, and other types of violence. The plan is implemented in schools in Portugal through intervention mechanisms and educational projects articulated with the curriculum of each school, meeting the needs diagnosed by education professionals.

The Screen‑Life‑Balance Action Plan is a national campaign by Luxembourg’s Ministry of Education focused on promoting a healthy balance between screen time and real-life activities for children and youth, through school regulations, public awareness campaigns, resource centers, and outdoor education initiatives. The plan contains recommendations for parents and planned measures for educational institutions.

The Social, Personal and Health Education (SPHE) curriculum for primary education provides particular opportunities to foster the personal development, health and well-being of the individual child, to help him/her to create and maintain supportive relationships and become an active and responsible citizen in society. The curriculum was last updated in 2024.

The Spanish Advertising Self-Regulation Code (Código de Conducta Publicitaria) is a comprehensive self-regulatory framework developed by AUTOCONTROL, the Association for the Self-Regulation of Commercial Communication in Spain. The code sets out ethical standards and guidelines for responsible advertising practices across all media, including television, digital platforms, and print. It covers key areas such as truthfulness, social responsibility, and respect for human dignity, with particular emphasis on the protection of children and online safety.
