The National Plan to Prevent Sexual Offences and Offences against Decency Suffered by Minors (including crimes committed in cyberspace)  includes six areas of action and is aimed at ensuring comprehensive and wide protection of minors (Policy and Management; Law Enforcement Agencies and the Judiciary; Support and protection of aggrieved parties and members of their families; General social prevention).

The National Programme for the Prevention of Violence and Abuse of Children 2023–2026, adopted in 2023, is a comprehensive programme, outlining strategies to combat violence against children, including online threats. It emphasises coordination among institutions and the development of integrated services for victims. Through the implementation of the programme and the action plan, the aim is to reduce cases of violence and exploitation against children, as well as to collect uniform data on these cases.

The National Strategy for Children's Rights 2021-2024 (Estratégia Nacional para os Direitos das Crianças 2021-2024) has five priorities: promote well-being and equal opportunities; support families and parents; facilitate access to information and youth participation; prevent violence against children and young people; enhance scientific knowledge and raise awareness on children’s rights.

This strategy aims to combat cyberviolence, online harm, terrorist activities, and e-crime through preventive, educational, and innovative measures. In relation to children’s rights, the strategy determines activities focused on raising awareness of the safe use of digital technologies and developing online skills.

The National Strategy for Digitalisation builds on nine goals, denominated as “visions of the strategy”, for a national society adapted to the possibilities of digital technology. The strategy includes collaboration between public and private institutions and civil society. Regarding children and young people, the proposal addresses digital education and  skills, child protection measures, and funding for schools.

The National Strategy for Education for Citizenship (ENEC)  focuses on digital citizenship, addressing hate speech and cyberbullying, media literacy and education, sexuality, and cybersecurity. It includes a set of rights and duties  that must be present in citizen education of the Portuguese children and youth.
