SIC France's committment to raising awareness on the DSA

This article is part of the campaign DSA for YOUth - Protecting minors by design, focusing on the DSA guidelines for the protection of minors under the DSA, including the age verification (AV) and age-appropriate (AA) measures, and translating these rules into clear, practical, and jargon-free resources. In this insight series, we explore how different Safer Internet Centres are working at the national level to raise awareness about the DSA and how it impacts the everyday lives of young people, their parents or caregivers, and teachers and educators.  

DSA for YOUth SIC insights from France

Children and young people

Through its national helpline 3018, e-Enfance plays a key role in making the Digital Services Act (DSA) tangible, understandable, and beneficial for children and young people in France.

3018 translates the legal principles of the DSA into educational and protective actions:

  • Youth-friendly communication: e-Enfance produces articles, videos, and social media content to explain in simple terms what the DSA changes — such as the right to report illegal or harmful content, the guarantee of faster responses from platforms, and greater transparency in moderation processes.
  • Direct access to protection through Trusted Flagger status: thanks to 3018, young users directly benefit from the progress introduced by the DSA. Reports made via the helpline or the 3018 app are sent with priority to platforms under the European mechanism, ensuring quicker removal of illegal or harmful content.
  • Awareness and empowerment: through its prevention campaigns (in schools, on TikTok, Instagram, and via www.e-enfance.org), e-Enfance helps young people understand their digital rights, the importance of online consent, and the protection mechanisms established by the DSA.
  • Collaboration with Arcom: e-Enfance / 3018 works closely with Arcom, the French Digital Services Coordinator, to share feedback from young users and field observations, ensuring that the DSA’s implementation reflects the real digital experiences of minors.

Parents and caregivers, teachers and educators

The French SIC has published an article on its Internet Sans Crainte website, which explains the DSA to parents, caregivers, teachers, and educators. It provides information about the DSA and how it will help to protect citizens and, in particular, children and young people. The article specifically explains the changes that the DSA brings that will have an impact on our daily online lives.

Additionally, a reel has been created on Instagram that explains the DSA to the platform's audience, which includes a variety of stakeholders.

As the first French Trusted Flagger designated by the Arcom, the national authority for audiovisual and digital communication, 3018 plays a leading role in informing the public and young people about the new rights introduced by the Digital Services Act (DSA). These include the ability to report illegal content more easily, receive more transparent responses from platforms, and benefit from enhanced protection for minors.


Informing, Explaining, and Supporting: Making the DSA Accessible to Everyone

The e-Enfance / 3018 Association has published several educational articles to help citizens understand the DSA and its benefits:

These articles make the DSA’s concrete changes understandable: new obligations for major platforms, stronger content moderation, algorithmic transparency, and simplified reporting procedures. e-Enfance and 3018 have also shared the DSA's progress through major French media outlets like France 2, France Inter and by various articles and interviews. These media interventions helped make the DSA more tangible and highlighted 3018’s pivotal role in France’s online child protection ecosystem.

An important promotion has been done also through their social media channels. 

Point de Contact (PDC) has placed a strong emphasis on raising awareness among parents, educators, and caregivers regarding the implications of the Digital Services Act (DSA) for online safety, particularly concerning minors’ protection and the responsibilities of online platforms.
Social media awareness campaigns
Between August 2023 and October 2025, Point de Contact published a series of explanatory and educational posts across Instagram, LinkedIn, and X (formerly Twitter), all designed to make the DSA and the “Trusted Flagger” framework understandable and accessible to the general public. Alongside this activity, two articles has been posted on the matter: ARCOM designates Point de Contact as Trusted Flagger under the DSA and Protection of minors online: Point de Contact's recommendations to the European Union.
 

Working with the DSC

Collaboration between e-Enfance / 3018 and Arcom in Implementing the DSA in France
Since the enforcement of the Digital Services Act (DSA), the e-Enfance / 3018 Association has been working closely with Arcom, the French DSC, to ensure the effective and protective implementation of this European regulation.
This collaboration is built on three main pillars: active participation in Arcom’s working initiatives, operational coordination in handling illegal content reports, and joint promotion of the DSA to the general public.

Research

e-Enfance / 3018 actively contributes to research and evidence-based data collection on the protection of minors online and the implementation of the Digital Services Act (DSA) in France.
e-Enfance integrates research into its operational and educational work to better understand young people’s digital behaviours, emerging risks, and protection needs.
The main actions carried out in this field include:

  • The e-Enfance Observatory: a monitoring and analysis body dedicated to tracking trends in digital practices, online well-being, and minors’ exposure to harmful content. The Observatory uses anonymised data from the 3018 helpline and produces analyses designed to inform both French and European public policy. The Observatory is currently being established and will publish its first findings in the coming months.
  • Direct contribution to regulation through the DSA: as a Trusted Flagger, e-Enfance / 3018 provides Arcom and national authorities with field data on user reports, emerging online risks, and platform practices. This information helps shape public debate and contributes to refining the DSA framework in France.
  • Scientific and institutional partnerships: e-Enfance collaborates with universities, psychology researchers, and public institutions (such as ONPE, CIIVISE and Arcom) to study the psychological, educational, and social impacts of digital use among children and adolescents.

Point de Contact contributes to research and academic projects to provide empirical and policy-based insights into the implementation and effectiveness of the DSA. Through collaborations with European and international institutions, PDC supports studies on platform accountability, the role of Trusted Flaggers, and the broader digital trust ecosystem.
