About the organisation

Save the Children Romania is a national non-governmental organisation, established in 1990, with the purpose of promoting, defending and monitoring children's rights in Romania, in accordance with the UN Convention on the Rights of the Child (UNCRC). Since 2008, Save the Children Romania has been implementing the safer internet project and is currently coordinating all three components of the programme.

Awareness centre

The Ora de Net project advocates for internet safety among Romanian children, parents, teachers, and specialists by raising public awareness through campaigns, delivering informative sessions and training, and enhancing educational methods in schools. The project also focuses on shaping public policies and improving legislation in this area. A major goal is to combat illegal or harmful content and internet-related crimes, such as child sexual abuse material (CSAM) and grooming, while promoting the responsible use of the internet and new communication technologies. By uniting key stakeholders, the project seeks to influence decision-making and drive the development of effective policies.

The Safer Internet Centre provides a public-facing awareness service, offering assistance and resources on online safety for children, parents, educators, and the wider community.

Helpline

ctrl_AJUTOR is a dedicated helpline offering support and guidance to children, teenagers, and parents who are dealing with challenging online situations. Whether it’s cyberbullying, exposure to harmful content, or privacy concerns, our trained counselors are available to provide advice and help navigate these issues. The helpline is designed to create a safe space where individuals can discuss their concerns and receive professional support.
You can reach ctrl_AJUTOR in several ways: by calling our toll-free number, through our online chat platform, or via email. We aim to ensure that no one feels alone when facing online challenges, and our team is ready to assist with practical advice and emotional support.

Contact and opening time:

ctrl_AJUTOR is a helpline available Monday to Friday, from 9:00 AM to 6:00 PM, with a counsellor ready to assist with any questions about online safety. 

Outside of these hours, a chat service is available 24/7, providing answers to the most common online issues.

Hotline

esc_ABUZ is the reporting hotline, the only civilian point of contact in the country, which offers its users the possibility to inform the competent authorities, while remaining anonymous, about child sexual abuse images they have encountered online. The esc_ABUZ hotline, is the reporting component of Save the Children's Ora de Net project a Safer Internet Center that integrates both a counseling hotline and efforts to raise awareness and education to increase online safety for minors. In 2015, the Romanian hotline also became a member of INHOPE, the global network of 54 member.

Contact and opening times:

The Safer Internet Centre provides a public-facing hotline service for reporting harmful or inappropriate online content, especially content related to child exploitation and abuse. Such incidents can be reported by filling out an anonymous form on the projects’ website or by sending an email to abuz@oradenet.ro. This reporting process is available 24/7, and all reports are handled with confidentiality. Depending on the nature of the report, the information is forwarded to relevant authorities, including the National Police or other specialized agencies.

Youth participation

At Save the Children Romania, we work closely with a group of young volunteers to develop youth-led campaigns. These volunteers have been instrumental in implementing initiatives against the most common online risks, such as disinformation, hate speech or cyberbullying. We also engage them in consultation events, ensuring their recommendations are considered in the creation of resources and campaigns, and shared with relevant authorities.
Our volunteers actively participate in public events and campaigns, organizing activities during key periods such as Safer Internet Day (SID) or during the school. They also collaborate with local authorities, schools, parent associations, other NGOs, and media to enhance the impact of their efforts at the local level.

How can you get involved?

Children and young people can get involved in the work of the Safer Internet Centre by participating in several key activities. First, they can join a volunteer training program organized by Save the Children, followed by specialized training on online safety. After completing these trainings, they have the opportunity to become part of our youth panel, where they actively contribute to organizing events, designing educational materials and resources, participating in focus groups, providing regular feedback, and promoting online safety through informative sessions in schools.

Key successes

Since 2008, when it was first launched, the Safer Internet Programme has achieved a number of relevant and important results:
• Over 650.000 children and 175.000 adults (parents and teachers) were involved in direct educational activities.
• 11.300 children, parents and teachers benefitted from counselling and advice related to internet safety issues
• Over 30.560 reports of illegal content were received, processed and send to the relevant authorities.
• The first guide related to online safety in Romania was developed and launched alongside the Ministry of Education.
• 10,000 young people and teachers were involved in the Ora de Net volunteering programme.
• Over 3,600 educational institutions in Romania involved in collaborations and educational initiatives.
• The first accredited training course for teachers related to the creative, useful and safe use of internet was created, with more than 3000 teacher trainers across the country being involved in the activities.
