The French Law no. 2023-451 of June 9, 2023 sets out a legal framework for influencers, their agents, the advertisers and the platform that distributes their content. The law defines Influencers any “(…) natural or legal persons who, for a fee, mobilize their reputation among their audience to disseminate content to the public via electronic means. Their goal is to promote either directly or indirectly, goods, services or any cause. They engage in the activity of commercial influence through electronic means” (Article 1).

Protocol on Action in Cases of Violence among Children and Youth
The Protocol on Action in Cases of Violence among Children and Youth is an updated version of the policy which has been in effect for over 20 years. The policy clearly defines cyberbullying as well as its various forms and methods as well as the importance of reporting cyberbullying even if it has occurred outside of school and during class time. Violence between children and young people is considered to be intentionally caused physical assault in any form, or mental and emotional violence caused by repeated or permanent negative actions by one or more children.
Guidelines for Action in Cases of Electronic Violence
The Guidelines for Action in Cases of Electronic Violence outlines a comprehensive set of procedures for schools, social workers, and parents on how to respond to suspected electronic violence, emphasising the need for immediate intervention, support for all involved, and cooperation with authorities.
The guidelines also list relevant institutions and support services, and includes a checklist for organisations to assess their readiness to handle such cases.

National Youth Programme for the period 2023 to 2025
The National Youth Programme for the period 2023 to 2025 sets out six priority areas (youth work, youth participation, youth education, youth and the EU, youth in rural areas, and health/crisis response) with 28 measures, aiming to empower young people, promote equal opportunities, and address challenges such as digital skills, participation, and wellbeing. Act LXXVIII of 2024 on the Suppression of Internet Aggression
The Act LXXVIII of 2024 on the Suppression of Internet Aggression aims to curb online aggression. The Act entered into force on the 1st of January 2025 and amended existing legislation in a number of areas, introducing new obligations and procedural rules. The Guidelines inform media outlets that disseminate audio-visual material about the requirements of Article 28 of the Media Act No. 38/2011, the considerations behind them and how to meet the requirements set out therein.
