The evaluation of the European strategy for a Better Internet for Kids (BIK+ strategy) takes place every two years, with the second one taking place in 2026. The evaluation gathers views from children and young people, parents and caregivers, teachers and educators, Safer Internet Centres, and other relevant stakeholders across Europe.
The aim is to understand whether the European strategy for a Better Internet for Kids (BIK+ strategy) continues to respond to children’s online needs, what progress has been made since the strategy was adopted, and where further efforts may be needed to ensure that children are protected, empowered and respected online.
The first evaluation took place in 2024. The second evaluation takes account of changes in children’s digital lives, emerging technologies, and developments in the European legal and policy landscape since the first evaluation.

As part of the second BIK+ strategy evaluation, we are inviting children and young people, parents and caregivers, and teachers and educators to share their views through dedicated surveys (available in all EU languages).
Your input will help us understand what online safety, digital empowerment and participation mean in practice, and what could be improved in the future.

What does the second BIK+ strategy evaluation look at?
The second evaluation explores whether the BIK+ strategy is still addressing the main risks and needs children face online, and whether its three pillars remain fit for purpose.
More specifically, the evaluation is looking at:
- whether children and young people’s online risks and needs have changed;
- what progress has been made under the three pillars of the BIK+ strategy;
- how children and young people experience online safety, support, digital skills and participation;
- how parents, caregivers, teachers and educators support children in the digital environment;
- how Safer Internet Centres and other stakeholders contribute to the implementation of the strategy;
- what is working well and where more action may be needed.
The evaluation does not only look at whether progress has been made, but also at how different actors and developments may have contributed to that progress.
How are children and young people involved?
Children and young people are at the centre of the second BIK+ strategy evaluation.
Their views will be collected through a short survey and through focus groups organised with the support of Safer Internet Centres and partner organisations, and ask about the issues they consider more important, what makes them feel safe and confident online, and if they feel they have opportunities to contribute to the decision-making process.
A dedicated BIK + evaluation Youth Advisory Group is also actively involved in the evaluation. The Group has reviewed the consultation tools and will be involved in reflecting on the findings from a youth perspective, and supporting the preparation of the final report.
The survey helps gather views from children and young people across Europe. It asks about their online experiences, the issues they consider most important, and whether they feel informed, supported and listened to.
The focus groups allows children and young people to discuss these topics in more depth. They provide space to talk about what helps them feel safe and confident online, what support they find useful, and whether they feel they have meaningful opportunities to contribute to decisions about the digital environment.
Who else will be consulted?
The evaluation will also gather evidence from adults and expert stakeholders who play a role in children’s online safety, empowerment and participation.
This will include:
- Parents and caregivers;
- Teachers and educators;
- Safer Internet Centres;
- Policymakers and public authorities;
- Researchers and academic experts;
- Civil society and child rights organisations;
- Industry representatives.
This wider consultation will help build a rounded picture of how the BIK+ strategy is being implemented across Europe, how it is experienced by different groups, and what further support may be needed.
