The document Teaching and Learning in the Digital World, adopted by Germany’s Standing Conference of the Ministers of Education and Cultural Affairs (KMK) in December 2021, supplements the 2016 national digital education strategy, “Education in the Digital World”. The Ethical Guidelines for Digital Service Providers were developed by the Danish Media Council for Children and Young People. The ethical guidelines outline several principles for the design, operation, and user interface of digital services. The aim of these guidelines is to place the child's best interests at the center of digital gaming services used by children. Therefore, digital service providers should comply with these guidelines if children can access their services.

The Danish Marketing Practices Act § 32 (2) prohibits misleading actions and omissions, aggressive marketing, and undue influence that could distort consumer decisions. It sets out specific requirements for disclosures in advertising, pricing, guarantees, and credit offers, ensuring transparency and enabling consumers to make informed choices.

The Consumer Ombudsman is tasked with monitoring compliance, issuing guidelines, conducting inspections, and enforcing the Act through negotiation, orders, or legal proceedings. Violations can result in fines, compensation, or imprisonment.

Regarding cyberbullying, the Act on Educational Environment states that every student is entitled to a good educational environment, including a mental environment. The Act has a section that focuses on bullying. In this section, it is stated that every school is obligated to have an anti-bullying strategy, including digital bullying. Furthermore, the school is obligated to make a plan of action if a student is being bullied.

The Danish Consumer Ombudsman has published guidelines regarding marketing towards children and minors, including guidelines and recommendations on the labelling of commercial content.

The Estonian Ministry of the Interior in its Internal Security Development Plan 2025-2028 has identified the prevention of child sexual abuse online as a separate action. To prevent cyberbullying and online child sexual abuse, activities have been developed and implemented to raise awareness and digital literacy among children and parents, and to develop the skills of professionals in this field. These activities are carried out through an ISF-funded project and in cooperation with the Estonian Police and Border Guard Board.
