About the organisation
Safer Internet Centre (SIC) Slovenia is a national project dedicated to promoting and ensuring a safer and better internet for children. The project is co-financed by the European Health and Digital Executive Agency (HaDEA); in Slovenia, it also receives financial support from the Ministry of the Interior and Public Administration. It is implemented by a consortium of partners coordinated by the Faculty of Social Sciences at the University of Ljubljana, the Academic and Research Network of Slovenia (ARNES), and the Slovenian Association of Friends of Youth (ZPMS).
Awareness centre
As an awareness centre, Safe.si, provides its target groups with information about online opportunities and risks. The project aims to provide children, teenagers, parents/carers, teachers and educators, as well as other professionals who work with children (e.g. childcare workers, social workers, health personnel, sports coaches, club leaders) with the knowledge and tools that they require to foster digital literacy, promote positive online experiences and empowerment of children and teenagers, as well as youth participation. The primary objective is to help all children and teenagers to develop their digital skills and competences and to enable them to actively participate by giving them a say in the digital environment.
The centre initiates, coordinates, and participates in a broad range of activities and initiatives to raise awareness in this area.

Helpline
Children, teenagers, young people, and parents who face challenges or concerns related to the use of the internet or mobile devices can reach out to the TOM telefon helpline at the toll-free number 111 116. The helpline is available every day, including Sundays and holidays, from 12:00 PM to 8:00 PM. Additionally, questions can also be asked via the contact form on the website of TOM telefon. A chat room is available multiple times per week, and contact can also be made via email.
Anonymity and confidentiality of conversations and users are guaranteed across all channels. The counsellors at the helpline are trained to give helpful advice to users, guide them to resolve the issues themselves, or refer them to appropriate institutions for further support.

Hotline
Hotline Spletno oko has enabled internet users to anonymously report child sexual abuse material since March 2007. The hotline’s mission is to reduce the amount of child sexual abuse material online in close cooperation with the police, internet service providers (ISPs), and other governmental and non-governmental organisations in Slovenia. Spletno oko is a longstanding member of INHOPE, the global network of internet hotlines.
The hotline achieves its mission by engaging in the following activities: hotline operation (which enables anonymous reporting of online child sexual abuse material), awareness raising about child sexual abuse online, fast and effective processing of received reports, and cooperation with other hotlines around the world.

Youth participation
The coordination of youth participation activities enables meaningful dialogue with children and young people about their online experiences. These experiences are highly valuable, as they provide first-hand insights into the challenges they encounter in the digital environment. The objective is to collect their opinions and suggestions and actively involve them in identifying emerging trends, risks, and knowledge gaps. These insights inform the development of relevant awareness-raising resources, website content, workshops, and other activities that respond to their needs and equip them with essential knowledge and skills.
Youth panellists play an active role in a wide range of online safety initiatives. They contribute to the development of promotional and educational materials for young audiences, as well as to media campaigns and youth-focused events.
Special attention is given to engaging children and young people from disadvantaged and vulnerable backgrounds, including those with a migrant background, those facing material deprivation or poverty, children with behavioural or emotional difficulties, and children with disabilities. This approach ensures that their specific needs are addressed and that their voices are meaningfully included.
Since September 2025, the coordination of youth participation activities has been carried out by the project coordinator, the University of Ljubljana, Faculty of Social Sciences.
To ensure broad and inclusive participation of young people across Slovenia, an open call is published annually on the Safe.si website and promoted through newsletters and various online communication channels.
Youth panel activities are often integrated into existing youth programmes in schools, youth centres, youth homes, events, summer camps, and specialised institutions. This approach helps embed online safety as an important and relevant topic in young people’s everyday environments.
Children and young people can express their interest in joining SIC Slovenia youth panel activities in the following ways:
- at primary and secondary schools and youth centres across Slovenia where Safe.si workshops for children and young people are delivered,
- at youth events where Safe.si activities are presented,

Key successes
The Safe.si awareness centre has established itself as a key resource and knowledge hub for children's use of the internet and mobile technologies in Slovenia. The project has achieved excellent results through close collaboration with schools. Since 2007, the awareness centre has been actively educating young people, parents, and teachers about both the opportunities and potential risks associated with internet use. Today, it is one of the most recognised brands in Slovenia in the field of online safety training. On average, the Safe.si awareness centre visits more than 330 schools and reaches over 23,000 children, parents, and teachers each year.
The project's maturity and impact are reflected in several recent recognitions. In January 2025, the Safe.si awareness centre received the Privacy Ambassador Award from the Information Commissioner of Slovenia in recognition of its long-standing efforts to promote responsible internet use. In 2024, the Safe.si awareness centre was also honoured by the Faculty of Social Sciences for its contribution to social responsibility and enhancing the visibility and reputation of the Faculty of Social Sciences as a socially responsible institution among young people, the wider public, and policy stakeholders.
In addition, the hotline, in cooperation with the Police and the Association of Informatics and Telecommunications at the Chamber of Commerce and Industry of Slovenia, organises a well-established annual conference on online child sexual abuse. The conference brings together hundreds of stakeholders, including representatives of law enforcement, prosecutors’ offices, courts, social services, NGOs, educators, and industry leaders. In 2025, the 15th edition of the conference gathered more than 200 professionals, such as law enforcement officers, judicial officials, NGO representatives, policymakers, educators, social workers, and psychotherapists, who may encounter cases of child sexual abuse in their work.
