Law no.70 of May 17 2024  updates Law 71 of 2017 was established to combat cyberbullying in all its manifestations and to establish a national framework for the prevention and combating of bullying and cyberbullying. The law is focussed on protecting minors through education, school-based interventions, and coordinated national and local efforts. Law No. 70 defines bullying as “the repeated aggression or harassment, by a single person or a group of persons, against a minor or a group of minors, capable of causing feelings of anxiety, fear, isolation or marginalization, through harassing acts or conduct, pressure or physical or psychological violence, incitement to suicide or self-harm, threats or blackmail, theft or damage, insults or derision.” (Art. 1(1)(a)(2), adding para. 1-bis to art. 1 of Law No. 71.). The law directs the government to create a technical committee at the Ministry of Education for the prevention of bullying and cyberbullying, to be composed of experts in the fields of psychology, pedagogy, and telematic social communications. (Art. 1(1)(b)(1), amending art. 3, para. 1 of Law No. 71.) In addition, the government is to run periodic information campaigns for the prevention and awareness of bullying and cyberbullying and of parental control techniques. (Art. 1(1)(b)(5), making an addition to art. 3 of Law No. 71.)
