The Education Development Plan 2021–2035 aims to equip the population of Estonia with the knowledge, skills and attitudes that prepare people to fulfil their potential in personal, occupational and social life and contribute to promoting the quality of life in Estonia as well as global sustainable development.
The strategy also aims to ensure diverse and accessible learning opportunities, smooth transitions between education levels, and recognition of non-formal and informal learning. It emphasizes digital inclusion, enabling all citizens to access and effectively use digital services, and targets the development of digital skills across the population.
The strategy also prioritises learner-centered approaches, curriculum flexibility, and the integration of general competencies, including digital literacy, critical thinking, and entrepreneurship. Teachers’ professional development, motivation, and support are central, as is the involvement of civil society and local authorities in shaping education policy.
