Digital Skills – Cyprus National Action Plan 2021-2025

The Cyprus Digital Skills National Action Plan 2021-2025 is a comprehensive strategy designed to accelerate the country’s digital transformation and ensure all citizens are equipped for the digital era. Developed by the Deputy Ministry of Research, Innovation and Digital Policy, the plan addresses key challenges such as the digital skills gap, low digital literacy rates, and the underrepresentation of women in ICT. Its vision is to create a digitally mature society that can actively participate in the digital economy and society.

The plan focuses on four main groups: the general population, the workforce (public and private sectors), ICT professionals, and students. Key actions include upgrading basic digital skills for all citizens, targeted upskilling and reskilling for workers and ICT specialists, and integrating digital competence and STEM education into schools. Special initiatives aim to support vulnerable groups, promote gender equality in ICT, and foster lifelong learning.

The plan is developed in three main axes: upgrading the digital skills of the general population, enhancing the skills of the public and private workforce, with particular reference to ICT specialists, and developing expanded digital competence within the education system.
