The Child Protection Act

Title (original language): Стратегия за закрила на детето

The Child Protection Act (CPA) is the main specialised act in the Bulgarian legislative system that regulates the state policy concerning children at risk. It governs the rights, principles and measures for the protection of the child, the responsible bodies and their interaction in exercising  child protection activities. The state protects and guarantees the fundamental rights of the child in all spheres of public life for all children. The philosophy of the law is rooted in the understanding that the family is the best environment for raising and development of every child. This principle is at the heart of the entire child protection legislation, including when applying measures for prevention of abandonment and for reintegration of children. The aim is to prevent risks, including at an early age, with a focus on the risk of child separation and abandonment. Efforts are directed at providing timely support to the child and parents through services for information and consultation, referrals to social services, provision of financial benefits, etc. The priority is on implementing measures that most meet the child individual needs and guarantee the rights and the best interest of the child.
