The Digital Inclusion Barometer is an initiative of the King Baudouin Foundation which monitors the evolution of digital inequalities in Belgium since 2020, in particular through Statbel statistics. The 2024 edition of the Digital Inclusion Barometer highlighted that 40% of Belgians remain in a vulnerable position regarding digital technology usage. This report underscores the necessity for policies enhancing digital skills and access, indirectly supporting children's digital empowerment and participation by fostering a more inclusive digital society.

The Digital Inclusion Barometer 2024 is funded by the King Baudouin Foundation via bilateral agreements with private and foundation partners. The project is led by academic institutions including UCLouvain, imec-mict-UGent, and IACCHOS, and aims to continuously monitor and analyze digital social inequalities in Belgium by leveraging representative survey data.
Methodology
The quantitative analyses from this barometer are based on data from 2021 and 2023 from the annual Federal survey on the use of information and communication technologies (ICT) by households, conducted by Statbel and coordinated by Eurostat. The analysis focuses on individuals aged 16–74, using data from 2021 and 2023 to track trends over time.
