The Human Rights Framework addresses human rights education and global citizenship in schools by providing thematic activities for different school years related to the historical background, characteristics, and applicability of human rights. Multiple topics are included, such as justice, civil and political rights, collective rights, and international cooperation.

Article 176º of the Portuguese Penal Code describes the crime related to pornography of minors, including the grooming of minors, production, distribution, and dissemination of media material, in addition to other actions considered under the law. Article 193° prohibits sharing images or other digital material without consent.

The Decree-Law 20-B/2024 implements the Digital Services Act at the national level, nominating the National Communications Authority (ANACOM) to coordinate digital services in Portugal as the national regulatory authority.

This Decree-Law implements Directive 2000/31/EC on information society services. Articles 13.º, 19.º-A and 19.º-B provide obligations regarding removal of illegal content, in particular child pornography or sexual exploitation, hate speech, or violence.

The  two legal “pillars” which form the basis of the audiovisual regulations: include 1. Audiovisual law number 504/2002 and 2. The Regulatory Code Regarding Audiovisual Content, which was adopted by CNA in 2006. These pillars contain the main principles regarding the “rules” of the audiovisual sector in Romania, and there are a number of other laws and regulations which apply – all of which can be found on the CNA site. Romania’s Regulatory Code of the Audiovisual Content contains provisions aimed at protecting children from depictions of violence and pornography. 

Law 171/2023, amending and supplementing the Penal Code, regulates the offence of intimate image abuse. It is not a separate offence when the victim is a minor, but it is an aggravating circumstance.

For this reason, it is therefore necessary to apply a coordinated, consistent and clear approach when solving the concept, as well as an adequate political and institutional support.
