iSIGURT.al – the Albanian Safer Internet Centre (SIC) is Albania's national platform for online safety, working to create a safer, more inclusive and empowering digital environment, with children and young people at the centre of its work. Its protection and reporting mechanisms also support other people and communities who may be particularly exposed to online violence, abuse, discrimination and hate, including girls and women and members of vulnerable or marginalised groups.
iSIGURT brings together awareness and education, reporting and response, victim support and referral, youth participation, research and monitoring, professional capacity building, and cooperation with public authorities, law enforcement, industry and civil society to prevent and respond to online risks and harms.
The centre provides children, young people, parents, teachers, professionals and the wider public with information, educational resources and practical guidance on digital safety and the responsible use of technology. Its work addresses a broad range of online risks and harms, including online child sexual abuse and exploitation, child sexual abuse material (CSAM), grooming and sextortion, cyberbullying, technology-facilitated violence against girls and women, sexual harassment and abuse, hate speech and discrimination, harmful and illegal content, privacy and data protection, violent extremism, digital and media literacy, and risks associated with emerging technologies.
A central part of iSIGURT's work is its specialised national reporting system, which enables anyone to report online incidents and potentially illegal or harmful content safely and confidentially. Dedicated reporting channels cover sexual violence and abuse against children, online incidents affecting girls and women, hate speech and bullying, and online content promoting terrorism, radicalisation or violent extremism. Reports are assessed by trained analysts and, depending on the nature and severity of the case, action is taken in cooperation with law-enforcement authorities, online platforms and relevant national and international mechanisms. This may include victim support and referral, removal of illegal or harmful content, preservation and referral of relevant information, and other measures aimed at preventing further harm.
Beyond individual case response, iSIGURT uses evidence from reporting, research and monitoring to identify emerging online risks and trends and to contribute to improvements in public policy, legislation, prevention and professional practice. The Centre also promotes meaningful child and youth participation, ensuring that young people's experiences and perspectives inform awareness activities, educational resources, policy discussions and solutions for a safer digital environment.
The Albanian Safer Internet Centre is jointly run by CRCA–ECPAT Albania and ALO 116-111 – the Albanian National Child Helpline. Together, they connect prevention and awareness with hotline reporting, counselling and support, removal of illegal content, research and evidence, youth participation, professional capacity building, advocacy and national and international cooperation on online safety.
Awareness centre
The awareness centre is operated by CRCA–ECPAT Albania as part of the Albanian Safer Internet Centre. It works to empower children and young people to use the internet and digital technologies safely, responsibly and confidently, while supporting parents, teachers, professionals and communities to better understand and respond to emerging online risks.
The awareness centre develops information and educational resources, awareness campaigns, training programmes and practical guidance on issues such as cyberbullying, online child sexual exploitation and abuse, grooming and sextortion, harmful and illegal content, privacy and personal data, misinformation and disinformation, digital and media literacy, artificial intelligence and other emerging technologies.
A central principle of its work is meaningful child and youth participation. Children and young people contribute to awareness activities, campaigns, educational resources and discussions on policies and technologies that affect their digital lives. The awareness centre also works with schools, public authorities, civil society organisations, industry, media and other national and European partners to strengthen digital literacy, prevention and online safety in Albania.
Helpline
The ALO 116-111 Albania helpline aims to support children over the phone and refer their needs to relevant institutions. The helpline is free of charge and available 24/7 to children or anyone calling in on their behalf. The main purpose of the helpline is to protect the rights of children when they are in a dangerous situation, and to provide an appropriate approach to guarantee all children more services within an effective and preventive protection system.
Hotline
ISIGURT.AL, apart from its day-to-day activities to detect and remove CSAM (child sexual abuse material) and other inappropriate materials, also publishes an Annual Report on Internet Safety in Albania. ISIGURT, together with CRCA/ECPAT Albania, run specific campaigns in schools and online on issues such as online sexual abuse, online bullying, hate speech and where to report when faced with an online threat or a crime.
Youth participation
Children and young people are at the heart of iSIGURT.al and have an active role in shaping its work, priorities and messages. CRCA–ECPAT Albania has promoted meaningful child and youth participation for many years, creating spaces where young people can express their views, identify emerging challenges in their digital lives, and contribute directly to solutions, campaigns and policy discussions.
Today, youth participation within the Albanian Safer Internet Centre is supported through several interconnected initiatives. The Safer Internet Ambassadors engage their peers in primary and secondary schools and their communities in promoting online safety, digital well-being, and responsible use of technology. The Youth Media Lab Albania (YMLA) enables young people to create their own digital and media content, including articles, podcasts, videos and campaigns, while strengthening media literacy, critical thinking and youth-led communication.
More recently, the Youth Digital Alliance has expanded this participation by bringing together young people interested in digital rights, online safety, technology and digital democracy. It provides a platform through which young people can discuss emerging issues, consult their peers, engage with decision-makers and contribute to policies and initiatives affecting their lives online.
Children and young people contribute to research, consultations, awareness campaigns, educational resources and policy recommendations, and participate in dialogue with Parliament, government institutions, regulators, industry, civil society and European partners.
