As you know, we are currently redeveloping the BIK platform, for launch in the autumn season (the exact date is yet to be confirmed). In preparation, we are undertaking some content cleaning and migration tasks over the summer, and for some of these, we need input or cooperation from SIC colleagues. For this reason, we have created this new section of the Weekly Update and encourage SICs to review it each week for the latest news, updates and deadlines.

BIK platform redevelopment - SIC articles

As previously notified, in preparation for the launch of the new platform, we have now suspended the upload of SIC articles on the existing platform. The process we are following is as outlined below:

  • Any articles received up to and including Wednesday, 31 July 2024, will be published on the existing platform and also on the new platform (when launched). Please note that to ensure that we can continue to keep the new site 'fresh,' we may stagger the publication of the articles across the coming months.
  • Any articles received from Thursday, 1 August 2024 onwards will be held over and published on the new portal only (when launched). You can, however, continue to send items to the BIK content mailbox during this time to allow us to already prepare your articles for the new site.

We will, of course, make exceptions if articles are time-sensitive (i.e. for events or similar) or if you are contractually obliged to publish a certain item. If this is the case, please include a note explaining the situation when you send your content.

Governance

DSA – call for evidence on the protection of minors is now open

[NEW, FOR PARTICIPATION AND DISSEMINATION]

The European Commission has launched a call for evidence, responses to which will feed into the guidelines the Commission is preparing under Art.28(4) of the DSA on the protection of minors. Once adopted, these guidelines will help online platforms apply the requirement to put in place appropriate measures to ensure a high-level of privacy safety and security for minors online.  

The call seeks feedback on the proposed scope and approach of the guidelines, as well as on good practices and recommendations related to mitigation measures to the risks that minors can encounter online. The Commission is inviting all stakeholders to take part in the call for evidence, including by providing supporting scientific reports and research. 

Online platforms should ensure that the rights and best interests of children are a central consideration when designing their services. Platforms should adopt a risk-based approach, regularly carry out impact assessments, and implement mitigation measures for any potential risks to minors stemming from their services. The work of the Working Group on the Protection of Minors under the Board will also feed into the guidelines.

Next steps:  

  • Contributions are welcome to the call for evidence until Monday, 30 September 2024 (midnight Brussels time). 
  • After the close of the call, the Commission will use input to draft the guidelines. 
  • The Commission will conduct a public consultation on the draft guidelines. 
  • Consultation of the Board. 
  • Adoption of the guidelines is planned for before the summer of 2025. 

Safer Internet Centres are encouraged to contribute to the call for evidence. Please feel free to share this information with your own relevant contacts and networks also.

Digital Europe open stakeholder consultation

[REMINDER, FOR PARTICIPATION AND DISSEMINATION]

The European Commission is launching a 12-week open stakeholder consultation on the Digital Europe Programme as part of the mid-term evaluation. 

The consultation seeks to gain insights into stakeholders’ experience with the programme, their perspectives on how relevant the objectives of the programme are to the digital transformation of companies and the public sector, how the programme responds to current and future technological trends, the perceived coherence with other EU or national/local funding, and what they consider to be its expected impact. The aim is to gather diverse perspectives from small and medium-sized enterprises to non-governmental organisations, academia, social partners, public authorities, and other public and private organisations and citizens from EU Member States and associated countries. 

The questionnaire is available on the Commission’s Have Your Say portal in English, French, and German, and contributions in any official EU language are welcome. It will be open until Friday, 20 September 2024. To take part, please follow this link to the consultation and click on Go to consultation.  

The feedback received will help guide the design of future initiatives and inform reflections on the potential for simplification and burden reduction within the Digital Europe Programme. The scope of the mid-term evaluation and the proposed methodology are briefly described in the Call for Evidence, which is available in all EU languages on the same website. First BIK+ strategy evaluation: The role of Safer Internet Centres

[NEW, FOR PARTICIPATION]

One of the BIK Phase 5 project activities is to carry out a European Union-wide evaluation of the BIK+ strategy every two years. The evaluation involves consultations with various stakeholders, including young people and children, parents and carers, teachers, and expert stakeholders. 

As indicated in previous Insafe Steering Committee exchanges, we intend to actively involve SICs in the BIK+ strategy evaluation going forward, given their instrumental position, relevant expertise, and access to key national stakeholders.  

We would really like to underline the strategic importance of your involvement in this particular activity line, as the BIK+ strategy evaluation exercise is an excellent opportunity to help us shape the EU political priorities moving forward, against the background of ongoing DSA developments and in relation to the new political guidelines which have been recently presented by the European Commission President Ursula von der Leyen. As with the annual BIK Policy Monitor, this activity allows us to ensure we can continue positioning national Safer Internet Centres at the centre of the BIK+ initiative.  

We kindly request that SICs confirm their interest and availability to support the evaluation by organising consultations in their respective countries. This involves consulting a minimum of 10 children and young people (under 18 years of age) for approximately 60 minutes.  

 To facilitate the consultations, SICs will receive the following materials in September: 

  • Consultation protocol (in English). 
  • Child-friendly explainer of the consultation (in the national language). 
  • Activity sheets (in the national language). 
  • Reporting template (in English). 

SICs are kindly requested to organise the consultations and submit the reports to EUN by 31 October 2024 at the latest.

First BIK+ strategy evaluation: Open call for expressions of interest from expert organisations

[EXTENDED DEADLINE, FOR DISSEMINATION]

One of the BIK Phase 5 project activities is to carry out a European Union-wide evaluation of the BIK+ strategy every two years. The evaluation involves consultations with various stakeholders, including young people and children, parents and carers, teachers, and expert stakeholders. Ghent University – Research Group: Law & Technology, acting in a subcontractor capacity, is developing a base research methodology for consultations with young people and children (over 12 years of age). 

There is an open call for expressions of interest from expert organisations to organise consultations with children and young people younger than 12 years of age and from various vulnerable backgrounds. 

The application deadline has been extended to 18:00 CEST on Friday, August 16, 2024 (via email).

INHOPE Summit 2024

The seventh annual INHOPE Summit will take place in hybrid form on 8-9 October 2024. This year's summit will explore two critical topics: our society's understanding and awareness of child sexual abuse material (CSAM) and the troubling trend of CSAM commercialisation. 

As the spread of CSAM online reaches unprecedented levels, reporting becomes increasingly vital. Yet, we must confront significant challenges in society's understanding of CSAM and address its economic ties. Join INHOPE as they tackle these pressing issues head-on.

Events and campaigns

See. Speak. Stop. campaign (Missing Children Europe)

[NEW, FOR INFORMATION AND PARTICIPATION]

Colleagues at Missing Children Europe have launched a campaign on Snapchat (See. Speak. Stop.), which aims to educate young users about recognising, reporting, and seeking help for inappropriate content and wrongful behaviour experienced on the platform. They are keen for Safer Internet Centres to help spread the message with their own networks and via social media. You can find more information about the campaign here and can access and download the videos here.

There are currently versions in Albanian, French, Hungarian, Greek, Polish, Portuguese, Romanian, Serbian, Spanish, Dutch and English. Missing Children Europe are keen to hear from any SIC that would be willing to help with the translation into their own language. There is only a small amount of text in the videos, and the translations can be done very quickly. It is also possible to include the logo of the SIC or helpline in these videos. MediaSmartOnline: media literacy actions conducted by Safer Internet Centres

As part of the BIK+ strategy and BIK Phase 5, we plan to scope, pilot and organise an EU-wide media literacy awareness-raising campaign, #MediaSmartOnline, in collaboration with the Insafe network of Safer Internet Centres (SICs), with the main objective of spotlighting existing media literacy initiatives and actions across the network, and to build synergies and opportunities for collaboration whenever possible. 

We ran a first pilot test of the campaign between March and April 2024, and are now working together with the Media Literacy Campaign Working Group (MLC-WG) to scale activities to achieve the first full roll-out of MediaSmartOnline across the whole network, which will take place in autumn2024, and from there to progressively build into the BIK calendar of annual campaigns.  

Within this context, we want to ensure that this work supports and complements the existing great work in this area already being conducted by Safer Internet Centres, and other stakeholders you may partner with (or are aware of) within the national context. To this end, we invite all SICs to reach out to Annarita and to briefly describe any current media literacy actions you think might be relevant and would like to see spotlighted for the campaign. This can be anything ranging from national events,campaigns, resources, trainings, advice offered, and similar actions conducted by either the SIC or a key partner. Please send any materials by email by close of business on Friday, 6 September 2024. 

Please also note that any contributions for this cycle of mapping requests to support the MediaSmartOnline campaign roll-out will count towards your SIC’s lump sum mechanism (LSM) criteria for 2024.

18th international conference “Keeping children and young people safe online” in Poland

[REMINDER, FOR INFORMATION AND PARTICIPATION]

The biggest conference on online safety in Poland will gather experts from all over Europe to discuss a wide range of issues related to the safety of children and young people online. The event is aimed at professionals working in education and/or working with young people, non-governmental organisations, public administrators, industry representatives. 

It will take place on 24-27 September 2024 in a hybrid format: the plenary sessions (24-25 September) will take place in Warsaw (Focus Hotel Premium) in English, Polish, Polish sign language, and will be streamed online. The workshop sessions (26-27 September) will take place online in Polish.

BIK platform redevelopment: resource lab uploads (via the BIK community)

In preparation for the launch of the new platform, we will be suspending the upload of resources to the BIK community on the existing platform at the end of this week. The process we are following is as outlined below:

  • Resources can be submitted via the BIK community Resource lab up to and including Friday, 16 August 2024. Any resources uploaded until that point will be published in the existing community and also on the new platform community (when launched).
  • From Monday, 19 August 2024 onwards, please hold back any new resource uploads ready to upload to the new platform when it goes live. We will be conducting SIC onboarding activities from September 2024 onwards and will provide training and guidance on the new upload tools at that point.

Please contact us if there are any time sensitivities or contractual obligations regarding publishing certain content while normal upload routines are suspended, and we will do our best to provide a solution. The same applies if you also need to edit or remove an existing resource entry during this time.

In addition to participation from Safer Internet Centres in the first BIK+ strategy evaluation (see above), we are also keen to engage with parents, caregivers, teachers, and educators.

The consultation process is anticipated to be as follows:

  • Consultation sessions will be organised online at different times between Monday, 23 September and Friday, 25 October 2024 (exact dates and times will be shared closer to the date via email). 
  • The session duration will be 1 – 1.5 hours (exact duration to be confirmed closer to the date via email). 
  • The deadline for submitting additional written feedback after the consultation session (optional) is Thursday, 31 October 2024, at 18.00 CET. 
  • The final evaluation report will be published in February 2025.

In order to take part in the consultation, participants are invited to complete an online registration form as follows:

As part of the BIK+ strategy and BIK Phase 5, we plan to scope, pilot and organise an EU-wide media literacy awareness-raising campaign, #MediaSmartOnline, in collaboration with the Insafe network of Safer Internet Centres (SICs), with the main objective of spotlighting existing media literacy initiatives and actions across the network, and to build synergies and opportunities for collaboration whenever possible. 

We ran a first pilot test of the campaign between March and April 2024, and are now working together with the Media Literacy Campaign Working Group (MLC-WG) to scale activities to achieve the first full roll-out of MediaSmartOnline across the whole network, which will take place in autumn2024, and from there to progressively build into the BIK calendar of annual campaigns.  

Within this context, we want to ensure that this work supports and complements the existing great work in this area already being conducted by Safer Internet Centres, and other stakeholders you may partner with (or are aware of) within the national context. To this end, we invite all SICs to reach out to Annarita and to briefly describe any current media literacy actions you think might be relevant and would like to see spotlighted for the campaign. This can be anything ranging from national events,campaigns, resources, trainings, advice offered, and similar actions conducted by either the SIC or a key partner. Please send any materials by email by close of business on Friday, 6 September 2024. 

Please also note that any contributions for this cycle of mapping requests to support the MediaSmartOnline campaign roll-out will count towards your SIC’s lump sum mechanism (LSM) criteria for 2024.

18th international conference “Keeping children and young people safe online” in Poland

[REMINDER, FOR INFORMATION AND PARTICIPATION]

The biggest conference on online safety in Poland will gather experts from all over Europe to discuss a wide range of issues related to the safety of children and young people online. The event is aimed at professionals working in education and/or working with young people, non-governmental organisations, public administrators, industry representatives. 

It will take place on 24-27 September 2024 in a hybrid format: the plenary sessions (24-25 September) will take place in Warsaw (Focus Hotel Premium) in English, Polish, Polish sign language, and will be streamed online. The workshop sessions (26-27 September) will take place online in Polish.

See. Speak. Stop. campaign (Missing Children Europe)

[REMINDER, FOR INFORMATION AND PARTICIPATION]

Colleagues at Missing Children Europe have launched a campaign on Snapchat (See. Speak. Stop.), which aims to educate young users about recognising, reporting, and seeking help for inappropriate content and wrongful behaviour experienced on the platform. They are keen for Safer Internet Centres to help spread the message with their own networks and via social media. You can find more information about the campaign here and can access and download the videos here.

There are currently versions in Albanian, French, Hungarian, Greek, Polish, Portuguese, Romanian, Serbian, Spanish, Dutch and English. Missing Children Europe are keen to hear from any SIC that would be willing to help with the translation into their own language. There is only a small amount of text in the videos, and the translations can be done very quickly. It is also possible to include the logo of the SIC or helpline in these videos. As you know, we are currently redeveloping the BIK platform, for launch in the autumn season (the exact date is yet to be confirmed). In preparation, we are undertaking some content cleaning and migration tasks over the summer, and for some of these, we need input or cooperation from SIC colleagues. For this reason, we have created this new section of the Weekly Update and encourage SICs to review it each week for the latest news, updates and deadlines.

BIK platform redevelopment: resource lab uploads (via the BIK community)

This is a reminder that we have now suspended the upload of resources to the BIK community on the existing platform. From Monday, 19 August 2024 onwards, please hold back any new resource uploads ready to upload to the new platform when it goes live. We will conduct SIC onboarding activities from September 2024 onwards and will provide training and guidance on the latest upload tools at that point.

Please contact us if there are any time sensitivities or contractual obligations regarding publishing certain content while normal upload routines are suspended, and we will do our best to provide a solution. The same applies if you also need to edit or remove an existing resource entry during this time.

DSA – call for evidence on the protection of minors is ongoing

[REMINDER, FOR PARTICIPATION AND DISSEMINATION]

The European Commission has launched a call for evidence, responses to which will feed into the guidelines the Commission is preparing under Art.28(4) of the DSA on the protection of minors. Once adopted, these guidelines will help online platforms apply the requirement to put in place appropriate measures to ensure a high-level of privacy safety and security for minors online.  

The call seeks feedback on the proposed scope and approach of the guidelines, as well as on good practices and recommendations related to mitigation measures to the risks that minors can encounter online. The Commission is inviting all stakeholders to take part in the call for evidence, including by providing supporting scientific reports and research. 

Online platforms should ensure that the rights and best interests of children are a central consideration when designing their services. Platforms should adopt a risk-based approach, regularly carry out impact assessments, and implement mitigation measures for any potential risks to minors stemming from their services. The work of the Working Group on the Protection of Minors under the Board will also feed into the guidelines. 

The call is available in all EU official languages; a news item can be found here.  

Next steps:  

  • Contributions are welcome to the call for evidence until Monday, 30 September 2024 (midnight Brussels time). 
  • After the close of the call, the Commission will use input to draft the guidelines. 
  • The Commission will conduct a public consultation on the draft guidelines. 
  • Consultation of the Board. 
  • Adoption of the guidelines is planned for before the summer of 2025. 

Safer Internet Centres are encouraged to contribute to the call for evidence. Please feel free to share this information with your own relevant contacts and networks also.

Digital Europe open stakeholder consultation

[REMINDER, FOR PARTICIPATION AND DISSEMINATION]

The European Commission is launching a 12-week open stakeholder consultation on the Digital Europe Programme as part of the mid-term evaluation. 

The consultation seeks to gain insights into stakeholders’ experience with the programme, their perspectives on how relevant the objectives of the programme are to the digital transformation of companies and the public sector, how the programme responds to current and future technological trends, the perceived coherence with other EU or national/local funding, and what they consider to be its expected impact. The aim is to gather diverse perspectives from small and medium-sized enterprises to non-governmental organisations, academia, social partners, public authorities, and other public and private organisations and citizens from EU Member States and associated countries. 

The questionnaire is available on the Commission’s Have Your Say portal in English, French, and German, and contributions in any official EU language are welcome. It will be open until Friday, 20 September 2024. To take part, please follow this link to the consultation and click on Go to consultation.  

The feedback received will help guide the design of future initiatives and inform reflections on the potential for simplification and burden reduction within the Digital Europe Programme. The scope of the mid-term evaluation and the proposed methodology are briefly described in the Call for Evidence, which is available in all EU languages on the same website. Assessment and evaluation

First BIK+ strategy evaluation: consultations with parents, caregivers, teachers, and educators

[REMINDER, FOR INFORMATION AND DISSEMINATION]

In addition to participation from Safer Internet Centres in the first BIK+ strategy evaluation (see above), we are also keen to engage with parents, caregivers, teachers, and educators.

The consultation process is anticipated to be as follows:

  • Consultation sessions will be organised online at different times between Monday, 23 September and Friday, 25 October 2024 (exact dates and times will be shared closer to the date via email). 
  • The session duration will be 1 – 1.5 hours (exact duration to be confirmed closer to the date via email). 
  • The deadline for submitting additional written feedback after the consultation session (optional) is Thursday, 31 October 2024, at 18.00 CET. 
  • The final evaluation report will be published in February 2025.

In order to take part in the consultation, participants are invited to complete an online registration form as follows:

First BIK+ strategy evaluation: The role of Safer Internet Centres – info session

[NEW, FOR PARTICIPATION]

Thank you to the many of you who have already confirmed with Valentina (via BIKevaluation@eun.org) your availability and willingness to support carrying out the children and young people consultations for the BIK+ strategy evaluation.  

All SICs are kindly invited to an information session about the BIK+ strategy evaluation consultations to learn more and ask questions. Even if you are not yet sure that you can carry out a consultation, we encourage you to attend the information session to better understand what it entails in terms of time and effort, as this will be a recurring evaluation that takes place every two years. 

The information session is scheduled for Wednesday, 04 September, 10.00-11.00 CEST; join the session here via Teams. We will also record it so those who cannot attend can view it later in their own time. 

The key points about the consultation process: 

  • SICs are invited to consult a minimum of 10 children and young people (under 18 years of age). 
  • Duration of the consultation: ca. 60 minutes.
  • EUN will provide:

First BIK+ strategy evaluation: consultations with parents, caregivers, teachers, and educators

In addition to participation from Safer Internet Centres as facilitators of consultations with children and young people in the first BIK+ strategy evaluation (see above), we are keen to engage with parents, caregivers, teachers, and educators. All Safer Internet Centres are invited to disseminate the open calls:  

The consultation process with parents and teachers is anticipated to be as follows: 

  • Consultation sessions will be organised online at different times between Monday, 23 September and Friday, 25 October 2024 (exact dates and times will be shared closer to the date via email). 
  • The session duration will be 1 – 1.5 hours (exact duration to be confirmed closer to the date via email). 
  • The deadline for submitting additional written feedback after the consultation session (optional) is Thursday, 31 October 2024, at 18.00 CET. 
  • The final evaluation report will be published in February 2025.

CSAPE: Seminar on tackling child sexual abuse in Europe through prevention and collaboration

[NEW, FOR INFORMATION AND PARTICIPATION]

Save the Children Finland has been leading a two-year EU-funded project: Child Sexual Abuse Prevention and Education (CSAPE). It aims to prevent child sexual abuse through sexual education and early support to young people who have a sexual interest towards younger children. The project consortium comprises partners from Greece, Albania, Bosnia Herzegovina, and Iceland.

The project is organising a hybrid seminar, From Awareness to Action—Tackling Child Sexual Abuse in Europe through Prevention and Collaboration, in Brussels on Wednesday, 30 October 2024, from 9.30 to 16.00 CET. In the seminar, you will hear interesting keynote speeches and project results. SICs are welcome to attend either on-site in Brussels or online; register for the event here.

The CSAPE project has also produced several materials that are available via Save the Children Finland's website. Most of the materials are in six languages: English, Finnish, Greek, Albanian, Icelandic, and Bosnian. Here you will find a few of the materials (in English):

New INHOPE guidelines on advocacy and initiating legislative changes

INHOPE has recently created new guidelines on advocacy and initiating legislative changes to support hotlines and other stakeholders in their advocacy and policymaking efforts. The guidelines cover best practices for every stage of an advocacy plan, from preparation and implementation to monitoring and evaluation. They also provide advice on critical aspects of the advocacy process, including building and maintaining stakeholder relationships.  

INHOPE has also developed an Explanatory Note on the EU Recast CSA Directive as part of this publication.

MediaSmartOnline: media literacy actions conducted by Safer Internet Centres

[REMINDER, FOR INFORMATION AND ACTION]

As part of the BIK+ strategy and BIK Phase 5, we plan to scope, pilot and organise an EU-wide media literacy awareness-raising campaign, #MediaSmartOnline, in collaboration with the Insafe network of Safer Internet Centres (SICs), with the main objective of spotlighting existing media literacy initiatives and actions across the network, and to build synergies and opportunities for collaboration whenever possible. 

We ran a first pilot test of the campaign between March and April 2024, and are now working together with the Media Literacy Campaign Working Group (MLC-WG) to scale activities to achieve the first full roll-out of MediaSmartOnline across the whole network, which will take place in autumn2024, and from there to progressively build into the BIK calendar of annual campaigns.  

Within this context, we want to ensure that this work supports and complements the existing great work in this area already being conducted by Safer Internet Centres, and other stakeholders you may partner with (or are aware of) within the national context. To this end, we invite all SICs to reach out to Annarita and to briefly describe any current media literacy actions you think might be relevant and would like to see spotlighted for the campaign. This can be anything ranging from national events,campaigns, resources, trainings, advice offered, and similar actions conducted by either the SIC or a key partner. You can also use this Excel sheet to help you. Please send any materials by email by close of business on Monday, 16 September 2024. 

Please also note that any contributions for this cycle of mapping requests to support the MediaSmartOnline campaign roll-out will count towards your SIC’s lump sum mechanism (LSM) criteria for 2024.

18th international conference “Keeping children and young people safe online” in Poland

[REMINDER, FOR INFORMATION AND PARTICIPATION]

The biggest conference on online safety in Poland will gather experts from all over Europe to discuss a wide range of issues related to the safety of children and young people online. The event is aimed at professionals working in education and/or working with young people, non-governmental organisations, public administrators, industry representatives. 

It will take place on 24-27 September 2024 in a hybrid format: the plenary sessions (24-25 September) will take place in Warsaw (Focus Hotel Premium) in English, Polish, Polish sign language, and will be streamed online. The workshop sessions (26-27 September) will take place online in Polish.

As you know, we are currently redeveloping the BIK platform, for launch in the autumn season (the exact date is yet to be confirmed). In preparation, we are undertaking some content cleaning and migration tasks over the summer, and for some of these, we need input or cooperation from SIC colleagues. For this reason, we have created this new section of the Weekly Update and encourage SICs to review it each week for the latest news, updates and deadlines.

BIK platform redevelopment: resource lab uploads (via the BIK community)

This is a reminder that we have now suspended the upload of resources to the BIK community on the existing platform; please hold back any new resource uploads ready to upload to the new platform when it goes live. We will conduct SIC onboarding activities from September 2024 onwards and will provide training and guidance on the latest upload tools at that point.

Please contact us if there are any time sensitivities or contractual obligations regarding publishing certain content while normal upload routines are suspended, and we will do our best to provide a solution. The same applies if you also need to edit or remove an existing resource entry during this time.

BIK platform redevelopment: helpline case study uploads (via the BIK community)

This is a reminder that we have now suspended the upload of helpline case studies to the BIK community on the existing platform at the end of this week; please hold onto any helpline case study materials ready to upload on the new platform when it goes live. We will conduct SIC onboarding activities from September 2024 onwards and will provide training and guidance on the latest upload tools at that point.

DSA – call for evidence on the protection of minors is ongoing

[REMINDER, FOR PARTICIPATION AND DISSEMINATION]

The European Commission has launched a call for evidence, responses to which will feed into the guidelines the Commission is preparing under Art.28(4) of the DSA on the protection of minors. Once adopted, these guidelines will help online platforms apply the requirement to put in place appropriate measures to ensure a high-level of privacy safety and security for minors online.  

The call seeks feedback on the proposed scope and approach of the guidelines, as well as on good practices and recommendations related to mitigation measures to the risks that minors can encounter online. The Commission is inviting all stakeholders to take part in the call for evidence, including by providing supporting scientific reports and research. 

Online platforms should ensure that the rights and best interests of children are a central consideration when designing their services. Platforms should adopt a risk-based approach, regularly carry out impact assessments, and implement mitigation measures for any potential risks to minors stemming from their services. The work of the Working Group on the Protection of Minors under the Board will also feed into the guidelines. 

The call is available in all EU official languages; a news item can be found here.  

Next steps:  

  • Contributions are welcome to the call for evidence until Monday, 30 September 2024 (midnight Brussels time). 
  • After the close of the call, the Commission will use input to draft the guidelines. 
  • The Commission will conduct a public consultation on the draft guidelines. 
  • Consultation of the Board. 
  • Adoption of the guidelines is planned for before the summer of 2025. 

Safer Internet Centres are encouraged to contribute to the call for evidence. Please feel free to share this information with your own relevant contacts and networks also.

Digital Europe open stakeholder consultation

[REMINDER, FOR PARTICIPATION AND DISSEMINATION]

The European Commission is launching a 12-week open stakeholder consultation on the Digital Europe Programme as part of the mid-term evaluation. 

The consultation seeks to gain insights into stakeholders’ experience with the programme, their perspectives on how relevant the objectives of the programme are to the digital transformation of companies and the public sector, how the programme responds to current and future technological trends, the perceived coherence with other EU or national/local funding, and what they consider to be its expected impact. The aim is to gather diverse perspectives from small and medium-sized enterprises to non-governmental organisations, academia, social partners, public authorities, and other public and private organisations and citizens from EU Member States and associated countries. 

The questionnaire is available on the Commission’s Have Your Say portal in English, French, and German, and contributions in any official EU language are welcome. It will be open until Friday, 20 September 2024. To take part, please follow this link to the consultation and click on Go to consultation.  

The feedback received will help guide the design of future initiatives and inform reflections on the potential for simplification and burden reduction within the Digital Europe Programme. The scope of the mid-term evaluation and the proposed methodology are briefly described in the Call for Evidence, which is available in all EU languages on the same website. Thank you to the many of you who have already confirmed with Valentina (via BIKevaluation@eun.org) your availability and willingness to support carrying out the children and young people consultations for the BIK+ strategy evaluation.  

All SICs are kindly invited to an information session about the BIK+ strategy evaluation consultations to learn more and ask questions. Even if you are not yet sure that you can carry out a consultation, we encourage you to attend the information session to better understand what it entails in terms of time and effort, as this will be a recurring evaluation that takes place every two years. 

The information session is scheduled for Wednesday, 04 September, 10.00-11.00 CEST; join the session here via Teams. We will also record it so those who cannot attend can view it later in their own time. 

The key points about the consultation process: 

  • SICs are invited to consult a minimum of 10 children and young people (under 18 years of age; proposed group size per session: 5-10 participants).
  • Duration of the consultation: ca. 60 minutes.
  • EUN will provide:   
    • a consultation protocol (in English),

18th international conference “Keeping children and young people safe online” in Poland

[REMINDER, FOR INFORMATION AND PARTICIPATION]

The biggest conference on online safety in Poland will gather experts from all over Europe to discuss a wide range of issues related to the safety of children and young people online. The event is aimed at professionals working in education and/or working with young people, non-governmental organisations, public administrators, industry representatives. 

It will take place on 24-27 September 2024 in a hybrid format: the plenary sessions (24-25 September) will take place in Warsaw (Focus Hotel Premium) in English, Polish, Polish sign language, and will be streamed online. The workshop sessions (26-27 September) will take place online in Polish.

As we speed towards the launch of the new BIK platform in early October 2024, we would like to invite you to review and update your Safer Internet Centre (SIC) profile page. Updates should be submitted via EUSurvey here; further information is provided in the form.  
 
For this round of updates we are also requesting some additional information which has not been routinely provided in SIC profiles previously - notably opening hours and contact methods for all public-facing services, and information on how young people can get involved in the SIC's activities. Please note, this information is mandatory - please ensure you complete all of the new fields as fully as possible.

DSA – call for evidence on the protection of minors is ongoing

[REMINDER, FOR PARTICIPATION AND DISSEMINATION]

The European Commission has launched a call for evidence, responses to which will feed into the guidelines the Commission is preparing under Art.28(4) of the DSA on the protection of minors. Once adopted, these guidelines will help online platforms apply the requirement to put in place appropriate measures to ensure a high-level of privacy safety and security for minors online.  

The call seeks feedback on the proposed scope and approach of the guidelines, as well as on good practices and recommendations related to mitigation measures to the risks that minors can encounter online. The Commission is inviting all stakeholders to take part in the call for evidence, including by providing supporting scientific reports and research. 

Online platforms should ensure that the rights and best interests of children are a central consideration when designing their services. Platforms should adopt a risk-based approach, regularly carry out impact assessments, and implement mitigation measures for any potential risks to minors stemming from their services. The work of the Working Group on the Protection of Minors under the Board will also feed into the guidelines.

Next steps:  

  • Contributions are welcome to the call for evidence until Monday, 30 September 2024 (midnight Brussels time). 
  • After the close of the call, the Commission will use input to draft the guidelines. 
  • The Commission will conduct a public consultation on the draft guidelines. 
  • Consultation of the Board. 
  • Adoption of the guidelines is planned for before the summer of 2025.

Digital Europe open stakeholder consultation

[REMINDER, FOR PARTICIPATION AND DISSEMINATION]

The European Commission is launching a 12-week open stakeholder consultation on the Digital Europe Programme as part of the mid-term evaluation. 

The consultation seeks to gain insights into stakeholders’ experience with the programme, their perspectives on how relevant the objectives of the programme are to the digital transformation of companies and the public sector, how the programme responds to current and future technological trends, the perceived coherence with other EU or national/local funding, and what they consider to be its expected impact. The aim is to gather diverse perspectives from small and medium-sized enterprises to non-governmental organisations, academia, social partners, public authorities, and other public and private organisations and citizens from EU Member States and associated countries. 

The questionnaire is available on the Commission’s Have Your Say portal in English, French, and German, and contributions in any official EU language are welcome. It will be open until Friday, 20 September 2024. To take part, please follow this link to the consultation and click on Go to consultation.  

The feedback received will help guide the design of future initiatives and inform reflections on the potential for simplification and burden reduction within the Digital Europe Programme. The scope of the mid-term evaluation and the proposed methodology are briefly described in the Call for Evidence, which is available in all EU languages on the same website. First BIK+ strategy evaluation: The role of Safer Internet Centres – info session recap and next steps

Thank you to the many of you who joined last week’s info session for Safer Internet Centres supporting the first evaluation of the BIK+ strategy by carrying out consultations with children and young people. 

As indicated in last week’s Weekly Update, we have recorded the session for those who were unable to join. Please use this link to access and watch the recording, and download the presented slide deck here

To reiterate, the involvement of Safer Internet Centres in this activity entails: 

  • consulting a minimum of 10 children and young people (under the age of 18 years); 

  • in groups with the proposed size of 5 to 10 participants per session; 

  • for a duration of approximately 60 minutes; 

  • using the protocol for facilitators, as provided in the ‘facilitator packages’ (which will be sent to you in final form via email by mid-September). 

Next steps: 

  • Currently ongoing: final refinements of the consultation protocol; translation of consultation materials (info flyer and activity sheets); 

  • Week of 16 September: EUN shares the finalised and translated ‘facilitator packages’ containing the consultation protocol and materialsvia email. 

  • September-October: Facilitation of consultations with children and young people. 

  • Thursday, 31 October 2024: Deadline for submitting consultation reports based on the provided template.

First BIK+ strategy evaluation: consultations with parents, caregivers, teachers, and educators

[REMINDER, FOR INFORMATION AND DISSEMINATION]

In addition to participation from Safer Internet Centres as facilitators of consultations with children and young people in the first BIK+ strategy evaluation (see above), we are keen to engage with parents, caregivers, teachers, and educators. All Safer Internet Centres are invited to disseminate the open calls:  

The consultation process with parents and teachers is anticipated to be as follows: 

  • Consultation sessions will be organised online at different times between Monday, 23 September and Friday, 25 October 2024 (exact dates and times will be shared closer to the date via email). 
  • The session duration will be 1 – 1.5 hours (exact duration to be confirmed closer to the date via email). 
  • The deadline for submitting additional written feedback after the consultation session (optional) is Thursday, 31 October 2024, at 18.00 CET. 
  • The final evaluation report will be published in February 2025.

In order to take part in the consultation, participants are invited to complete an online registration form as follows:

Insafe training meeting (online): resource competition

[UPDATED, FOR INFORMATION AND PARTICIPATION]

As you know, the next Insafe training meeting will take place online on the mornings of Tuesday, 15 October, Wednesday, 16 October, and Thursday, 17 October, with the Insafe Steering Committee meeting scheduled for the morning of Friday, 18 October 2024. Registration for the meeting will open soon, and we will share a full agenda.

As usual, resource competition will take place as part of the upcoming Training meeting. All EC co-funded SICs are welcome to participate and have the chance to win €5,000which must be used to make the resource accessible to the wider network. Typically, the funds would be used for translation and/or adaptation.    

The resource could be a video, brochure, book, research report, or learning materials - anything that would be of interest and use to the wider network. This edition of the resource competition will focus on parents and caregivers. SICs are invited to submit any resource that targets or is aimed at this particular group. The deadline for submissions is by COB on Friday, 27 September 2024.   

Those wishing to participate should submit an entry using this short online form. Please remember that each country can only submit one resource. If you are unsure if a particular resource fits the requirements, please contact Karl or Annarita to discuss.

CSAPE: Seminar on tackling child sexual abuse in Europe through prevention and collaboration

[REMINDER, FOR INFORMATION AND PARTICIPATION]

Save the Children Finland has been leading a two-year EU-funded project: Child Sexual Abuse Prevention and Education (CSAPE). It aims to prevent child sexual abuse through sexual education and early support to young people who have a sexual interest towards younger children. The project consortium comprises partners from Greece, Albania, Bosnia Herzegovina, and Iceland.

The project is organising a hybrid seminar, From Awareness to Action—Tackling Child Sexual Abuse in Europe through Prevention and Collaboration, in Brussels on Wednesday, 30 October 2024, from 9.30 to 16.00 CET. In the seminar, you will hear interesting keynote speeches and project results. SICs are welcome to attend either on-site in Brussels or online; register for the event here.

MediaSmartOnline: media literacy actions conducted by Safer Internet Centres

[FINAL REMINDER, FOR INFORMATION AND ACTION]

As part of the BIK+ strategy and BIK Phase 5, we plan to scope, pilot and organise an EU-wide media literacy awareness-raising campaign, #MediaSmartOnline, in collaboration with the Insafe network of Safer Internet Centres (SICs), with the main objective of spotlighting existing media literacy initiatives and actions across the network, and to build synergies and opportunities for collaboration whenever possible. 

We ran a first pilot test of the campaign between March and April 2024, and are now working together with the Media Literacy Campaign Working Group (MLC-WG) to scale activities to achieve the first full roll-out of MediaSmartOnline across the whole network, which will take place in autumn2024, and from there to progressively build into the BIK calendar of annual campaigns.

We are pleased to invite you to the HERMMES conference on media education that is taking place on Saturday, 21 September 2024 in Rosmalen in the Netherlands. 

The HERMMES project brings together 12 partners who are dedicated and skilled in designing a holistic education approach towards media maturity and digital literacy for children and young people. The HERMMES approach brings together schools, teachers, and parents to look at the learning needs of students of different ages, from 0 to 18.

EPA has been a project partner throughout the project, and we are convinced that it is a great contribution to every parent and teaching staff member. BIK platform redevelopment: onboarding for user accounts will start soon

Onboarding for user accounts for the redeveloped BIK platform will commence soon. The process will differ from the previous platform, as registration processes are now linked to *EU Login. 

Also in a change to the previous platform, SIC Coordinators will be invited to set up their accounts in the first instance. From now on, SIC Coordinators will then have permission to set up user accounts for their own SIC staff members to streamline processes and ensure that the right colleagues in your SIC have access to the correct services.

We will contact SIC coordinators soon with detailed information on how to proceed.

* EU Login is the European Commission's user authentication service. It allows authorised users to access a wide range of Commission web services using a single email address and password.

The consultation seeks to gain insights into stakeholders’ experience with the programme, their perspectives on how relevant the objectives of the programme are to the digital transformation of companies and the public sector, how the programme responds to current and future technological trends, the perceived coherence with other EU or national/local funding, and what they consider to be its expected impact. The aim is to gather diverse perspectives from small and medium-sized enterprises to non-governmental organisations, academia, social partners, public authorities, and other public and private organisations and citizens from EU Member States and associated countries. 

The questionnaire is available on the Commission’s Have Your Say portal in English, French, and German, and contributions in any official EU language are welcome. It will be open until Friday, 20 September 2024. To take part, please follow this link to the consultation and click on Go to consultation.  

The feedback received will help guide the design of future initiatives and inform reflections on the potential for simplification and burden reduction within the Digital Europe Programme. The scope of the mid-term evaluation and the proposed methodology are briefly described in the Call for Evidence, which is available in all EU languages on the same website. First BIK+ strategy evaluation: The role of Safer Internet Centres – info session recap and next steps

Thank you to the many of you who joined the recent info session for Safer Internet Centres that plan to support the first evaluation of the BIK+ strategy by carrying out consultations with children and young people. Please use this link to access and watch the recording, and download the presented slide deck here

To reiterate, the involvement of Safer Internet Centres in this activity entails: 

  • consulting a minimum of 10 children and young people (under the age of 18 years); 

  • in groups with the proposed size of 5 to 10 participants per session; 

  • for a duration of approximately 60 minutes; 

  • using the protocol for facilitators, as provided in the ‘facilitator packages’ (which will be sent to you in final form via email by mid-September). 

Next steps:

  • Week of 16 September 2024: EUN will share the finalised and translated ‘facilitator packages’ containing the consultation protocol and materialsvia email. 

  • September-October 2024: Facilitation of consultations with children and young people. 

  • Thursday, 31 October 2024: Deadline for submitting consultation reports based on the provided template.

First BIK+ strategy evaluation: consultations with parents, caregivers, teachers, and educators

In addition to participation from Safer Internet Centres as facilitators of consultations with children and young people in the first BIK+ strategy evaluation (see above), we are keen to engage with parents, caregivers, teachers, and educators. All Safer Internet Centres are invited to disseminate the open calls:  

The consultation process with parents and teachers is anticipated to be as follows (as the deadline to register has been extended, the timeline below has been updated accordingly):  

  • Consultation sessions will be organised online at different times and dates between Monday, 14 October and Thursday, 31 October 2024 (exact dates and times will be shared in due time via email). 
  • The session duration will be 1 – 1.5 hours (exact duration to be confirmed closer to the date via email). 
  • The deadline for submitting additional written feedback after the consultation session (optional) is Friday, 01 November 2024, at 18.00 CET.  
  • The final evaluation report will be published in February 2025.

Insafe Training meeting (online): registration now open

As you know, the next Insafe Training meeting will take place online on the mornings of Tuesday, 15 October, Wednesday, 16 October, and Thursday, 17 October 2024. The Insafe Steering Committee meeting is scheduled for the morning of Friday, 18 October 2024.

Sessions will focus on algorithms, the Digital Services Act (DSA), smartphones and smartphone bans, and the usual resource competition (see below). There will also be an opportunity to look forward to SID 2025 and sessions for helplines and youth coordinators.

Since this will be an online meeting, we hope that it provides an opportunity for many colleagues from each SIC to attend. If you have any questions about any aspect of the training meeting, please contact Karl.

Insafe Training meeting (online): resource competition

[REMINDER, FOR INFORMATION AND PARTICIPATION]

As usual, resource competition will take place as part of the upcoming Insafe Training meeting. All EC co-funded SICs are welcome to participate and have the chance to win €5,000which must be used to make the resource accessible to the wider network. Typically, the funds would be used for translation and/or adaptation.    

The resource could be a video, brochure, book, research report, or learning materials - anything that would be of interest and use to the wider network. This edition of the resource competition will focus on parents and caregivers. SICs are invited to submit any resource that targets or is aimed at this particular group. The deadline for submissions is by COB on Friday, 27 September 2024.   

Those wishing to participate should submit an entry using this short online form. Please remember that each country can only submit one resource. If you are unsure if a particular resource fits the requirements, please contact Karl or Annarita to discuss.

CSAPE: Seminar on tackling child sexual abuse in Europe through prevention and collaboration

[REMINDER, FOR INFORMATION AND PARTICIPATION]

Save the Children Finland has been leading a two-year EU-funded project: Child Sexual Abuse Prevention and Education (CSAPE). It aims to prevent child sexual abuse through sexual education and early support to young people who have a sexual interest towards younger children. The project consortium comprises partners from Greece, Albania, Bosnia Herzegovina, and Iceland.

The project is organising a hybrid seminar, From Awareness to Action—Tackling Child Sexual Abuse in Europe through Prevention and Collaboration, in Brussels on Wednesday, 30 October 2024, from 9.30 to 16.00 CET. In the seminar, you will hear interesting keynote speeches and project results. SICs are welcome to attend either on-site in Brussels or online; register for the event here.

The CSAPE project has also produced several materials that are available via Save the Children Finland's website. Most of the materials are in six languages: English, Finnish, Greek, Albanian, Icelandic, and Bosnian. Here you will find a few of the materials (in English):

As last year, there is again limited in-person attendance; however, there are no limits on online attendance from your SIC.

Safer Internet Day 2025: new mascot reveal soon

Now that summer is over, planning will ramp up for the next edition of Safer Internet Day (SID) 2025. We kindly remind you that Safer Internet Day (SID) 2025 will be marked by a global day of focus on Tuesday, 11 February 2025, and events and activities will take place throughout the whole month, across Europe and the globe!

Since the last edition of the BIK bulletin, a panel of BIK youth representatives have been working alongside professional designers to scope the development of a new Safer Internet Day mascot. We'll introduce you to the new mascot in the coming weeks and share some insights into all the hard work that's gone into it.

MediaSmartOnline: media literacy actions conducted by Safer Internet Centres

After running a successful pilot test of the MediaSmartOnline campaign in March-April 2024, and after the brainstorming and planning work of the Media Literacy Campaign Working Group (MLC-WG) to scale activities, we are glad to announce the first full roll-out of MediaSmartOnline, running from 24 October (the first day of the Global Media and Information Literacy Week) for approximately one month until Safer Internet Forum (21 November 2024). For future editions of the campaign, while the starting date remains unchanged, we note that Safer Internet Forum dates may change significantly from year to year – if that is the case, the campaign will typically run for one calendar month. 

As previously mentioned, this will be the first edition of a campaign that will progressively build into the BIK calendar of annual campaigns. This campaign will have a similar structure to the Safer Internet Day campaign: a long-term campaign that is progressive and involves continued effort, building on its foundations and expanding its scope each year, ensuring that its brand and visual identity become more established over time. 

All SICs are encouraged to get involved by supporting our dissemination efforts. All SICs will be provided a comprehensive dissemination plan and promo pack by email and via the Insafe Weekly Update by COB on Friday, 4 October 2024. This should allow enough time to liaise and schedule internally.  

In the meantime, a general reminder that this is the last day to send any materials by email to Annarita to briefly describe any current media literacy actions you think might be relevant and would like to see spotlighted for the campaign. You can also use this Excel sheet to help you.  

More details on the campaign will be continuously provided via the Weekly Update, but for now many thanks for pinning down the campaigning dates in your calendars. HERMMES conference on media education

We are pleased to invite you to the HERMMES conference on media education that is taking place on Saturday, 21 September 2024 in Rosmalen in the Netherlands. 

The HERMMES project brings together 12 partners who are dedicated and skilled in designing a holistic education approach towards media maturity and digital literacy for children and young people. The HERMMES approach brings together schools, teachers, and parents to look at the learning needs of students of different ages, from 0 to 18.

EPA has been a project partner throughout the project, and we are convinced that it is a great contribution to every parent and teaching staff member.
