Portuguese Penal Code

Article 176º of the Portuguese Penal Code describes the crime related to pornography of minors, including the grooming of minors, production, distribution, and dissemination of media material, in addition to other actions considered under the law. Article 193° prohibits sharing images or other digital material without consent.

Human Rights Framework

The Human Rights Framework addresses human rights education and global citizenship in schools by providing thematic activities for different school years related to the historical background, characteristics, and applicability of human rights. Multiple topics are included, such as justice, civil and political rights, collective rights, and international cooperation.

Media Education Framework

The Media Education framework is structured to offer a comprehensive approach to digital media in the national educational context. School Without Bullying. School Without Violence

Without Bullying. School Without Violence""  aims to combat and prevent bullying, cyberbullying, and other types of violence. The plan is implemented in schools in Portugal through intervention mechanisms and educational projects articulated with the curriculum of each school, meeting the needs diagnosed by education professionals.

National Strategy for Education for Citizenship

The National Strategy for Education for Citizenship (ENEC)  focuses on digital citizenship, addressing hate speech and cyberbullying, media literacy and education, sexuality, and cybersecurity. It includes a set of rights and duties  that must be present in citizen education of the Portuguese children and youth.

Curriculum Guidelines for ICT

The Curriculum Guidelines for ICT is an instrument designed to articulate digital skills and ICT as a cross-cutting area in the national curriculum (1st school cycle). This instrument clarifies how to develop digital skills, guide kids to access and use online services, online research, and effectively communicate using digital resources.

Portuguese Charter on Human Rights in the Digital Age (Law 27/2021)

The Portuguese Charter of Human Rights in the Digital Era enshrines human rights and freedoms in the digital environment in a national charter, determining rights and duties related to online conduct, freedom of expression, internet use, disinformation, data privacy, and other topics. The Charter was approved by Law no. 27/2021, of 17 May, 2021.
