The Better Internet for Kids (BIK) Policy monitor (previously the BIK Policy Map) has been tracking how European countries support children’s and young people’s digital experiences since 2014.
Since its launch a decade ago, the main objective of this series has been to compare and exchange knowledge on policies and actions that promote children's safety and well-being in the digital environment based on the recommended measures of the European Strategy for a Better Internet for Kids (the BIK strategy).
Along with changes in the digital environment, the strategy has also evolved and was relaunched as the BIK+ strategy in May 2022. In May 2026, as BIK+ celebrates its fourth anniversary, the seventh report of this series is released to mark this important milestone.
Seventh BIK Policy monitor report (May 2026)
In this 2026 edition, the BIK Policy Monitor Report provides a comparative overview of how the BIK+ strategy is being implemented across the EU Member States, Iceland, and Norway. It highlights national efforts to ensure children and young people are protected, empowered, and respected online, tracking progress, challenges, and good practices across the strategy’s three pillars: safe digital experiences, digital empowerment, and active participation. The findings presented in this report are intended to be read in conjunction with individual BIK Policy monitor country profiles via the BIK Knowledge hub.
Four years after the adoption of the BIK+ strategy, promoting safe digital protection, empowerment, and active participation are increasingly prioritised across European countries, and continue to evolve in response to a changing digital environment, amid rising concerns about the negative impact of digital technology and addictive design on children’s mental health and well-being, as well as the rise of cyberbullying in online spaces. This year’s report also notes an increase in efforts to strengthen the evidence base and to incorporate children’s rights considerations.

Sixth BIK Policy monitor report (May 2025)
In this 2025 edition, the BIK Policy Monitor Report builds on over a decade of comparative policy tracking, providing valuable insights into the national implementation of the European strategy for a Better Internet for Kids (BIK+), in terms of measures promoting children’s safety, wellbeing, empowerment, and participation in the digital environment. The findings presented in this report are intended to be read in conjunction with individual BIK Policy monitor country profiles via the BIK Knowledge hub.
Three years after the adoption of the BIK+ strategy, there is growing national commitment to protecting, empowering, and respecting children online. All participating countries report prioritising these issues in national strategies and legislation. Many countries show particularly strong engagement in digital empowerment, such as integrating online safety into education systems, promoting media literacy, and encouraging digital creativity among young people.

Fifth BIK Policy monitor report (May 2024)
In this 2024 edition, the BIK Policy Monitor Report assesses the state of digital policies against the background of significant changes in the legislative and regulatory landscape. The report highlights progress as well as gaps in BIK+ policies, details actions taken under the BIK+ framework, and showcases the BIK+ strategy in practice across all 27 EU Member States, Iceland, and Norway. In doing so, this high-level comparative report constitutes one of the four annually updated key features informing the policy work at the EU and national levels that will be launched in the context of the new Better Internet for Kids Knowledge Hub in the second half of 2024. All of these outputs process and make available the contributions and data collected with the support of a network of national contacts, comprising representatives of the Expert Group on Safer Internet for Children and Safer Internet Centres in the Member States.
Two years after the adoption of the BIK+ strategy, fostering a better and safer internet for children is an important policy priority in nearly all European countries. National legislation and policies have been found to extensively address online safety and digital protection, digital empowerment, and active participation – the priority pillars of the BIK+ strategy.

Fourth BIK Policy Map report (2023)
The fourth report of the series was released in celebration of the one-year anniversary of the BIK+ strategy in May 2023. It constituted the first BIK Policy Map to report on developments in the 27 EU Member States, Iceland and Norway, since the adoption of the new BIK+ strategy.

Third BIK Policy Map report (2020)
The third third iteration, published in November 2020, examined the further implementation of the BIK Strategy in 30 European countries, including all EU Member States, Iceland, Norway and the United Kingdom.
