This report presents findings from a qualitative survey based on focus groups with young people and parents about their experiences of harmful online content. This study, conducted by the Norwegian Media Authority (Medietilsynet), was carried out in Oslo in November 2023. Eleven 13–15-year-olds and their parents were interviewed in two separate focus groups. While the qualitative study involving a small group of people is not representative, it provides new and important insights into both young people's and parents' experiences and reflections on digital content from a harmful perspective.
The report highlights the contrasting perceptions of harmful content from two focus groups and different approaches to managing potentially risky situations. Young people experience violent content as the most harmful, while parents show little awareness of it. Violent content can be anything from filming young people fighting to images and footage of traffic accidents, suffering people or acts of terrorism where people are killed. There may also be depictions of animal cruelty. Around half of the young people said that they had seen a suicide video that circulated for a while on social media. Young people reported that such content could be shared on class chats on Snapchat, and that you have to leave the group if you don't want to see it. Almost all the young people stated that they had seen content they wished they hadn't seen.
