This report examines non-consensual image sharing in Denmark, identifying public Telegram groups as digital illicit marketplaces trading non-consensual explicit material predominantly targeting Danish girls and women.
Approximately 1.5% of the Danish population aged 15+ (around 75,000 individuals) experienced non-consensual image sharing over a 12-month period, with youth aged 15–17 particularly affected at 12%. Around 10,000 unique Danish users actively share, buy, or trade this material. Mechanisms like incentives, competitions, and external link monetisation (e.g., Dropbox) sustain these networks.
The study highlights victim powerlessness, widespread dark figures of unrecorded victims, and regulatory enforcement limits under the EU Digital Services Act.
Methodology
The study used a triangulated mixed-methods approach combining quantitative and qualitative data. A population survey conducted by Epinion on behalf of Digitalt Ansvar ($N = 1,557$, December 2023) assessed the prevalence of digital violence and non-consensual image sharing among Danish residents aged 15+. Analysis of 20 public, free-to-access Telegram groups and channels was carried out in September–October 2024. User participation was tracked across 14 accessible group lists, mapping 9,776 unique Telegram IDs. In-depth qualitative interviews were conducted with four victims or relatives affected by non-consensual sharing or extortion to assess severe psychological and social impacts.
