This report evaluates the current state of learning environments, student well-being, and academic outcomes across Norwegian primary and secondary schools. It investigates escalating pressures within the educational system, such as increasing mental health concerns, declining school motivation, rising absenteeism, and classroom behavioural disruptions. The report examines how digital tool integration, changing teacher-student dynamics, assessment practices, and peer relations shape student experiences. Findings highlight significant disparities by grade level and background, stressing that while most students report high safety, systemic academic and social pressures are eroding daily well-being and engagement and require targeted institutional interventions.
Methodology
The study was conducted by NTNU Samfunnsforskning (NTNU Social Research) on behalf of the Norwegian Directorate for Education and Training (Utdanningsdirektoratet). The study uses a mixed-methods design, combining quantitative analysis of national survey data (the annual Elevundersøkelsen/Student Survey) with qualitative focus group discussions and in-depth interviews with students, teachers, school leaders, and school owners across multiple Norwegian municipalities.
