The Special Eurobarometer 566 report, The Digital Decade 2025, examines European Union citizens' evolving attitudes, perceptions, and priorities regarding digital transformation.
Based on a survey of 26,319 respondents across 27 EU Member States conducted between February and March 2025, the study shows that 73% of Europeans feel digitalisation makes their daily lives easier. Citizens emphasise the importance of digital tools for public services, communication, healthcare, and education by 2030. Top public priorities include ensuring human support during digital transitions (89%), advancing secure technologies through research (89%), countering online misinformation (88%), protecting minors, and upholding fundamental digital rights.
Methodology
The survey was commissioned by the European Commission (DG CNECT) and coordinated by DG COMM. Fieldwork took place between February 18 and March 16, 2025, involving 26,319 respondents across all 27 EU Member States. Data collection primary utilized face-to-face interviews in respondents' homes in their national language. In five countries—Denmark, Malta, the Netherlands, Finland, and Sweden—Computer Assisted Video Interviewing (CAVI) was also used for remote face-to-face interaction. Results were weighted to ensure national and EU27 representation and were compared against the previous wave (Special Eurobarometer 551 of 2024).
