Commissioned by French President Emmanuel Macron, this report addresses the impact of digital screen exposure on children and adolescents. It describes the risks to physical health such as sleep deprivation, sedentary behaviour, and vision issues alongside neurodevelopmental and mental health vulnerabilities. The report warns against predatory design algorithms and unmonitored exposure to harmful content, including pornography and violence. In its 29 key recommendations, the panel advocates strictly limiting screen access based on age (no screens under three), regulating tech industry practices, strengthening parental support, and establishing a unified national digital governance framework.

The study was carried out by a 10-member expert commission co-chaired by addiction specialist Amine Benyamina and technology culture researcher Servane Mouton, convened in January 2024 for an intensive three-month investigation.
