This is a report about AI and its implications for children’s rights. After reviewing existing policy initiatives on AI and children, the authors conducted workshops with children where children expressed and discussed their perceptions of AI, its impacts on children’s rights, their concerns, and their suggestions and questions. The authors also conducted workshops with experts (scientists and policymakers) from which these topics have emerged: Requirements for AI policy supporting children’s rights, methods to develop AI policy supporting children’s rights, and knowledge gaps that require further research.
The outcomes from all workshops were then analysed together to account for different perspectives of different stakeholders in developing an integrated agenda. The report provides recommendations for researchers, industry, and policymakers.
Methodology
This report builds on a robust methodology for collecting and analyzing data. Most importantly, it includes child consultations about AI and children’s rights. The report adopts a mixed‑method, evidence‑based policy analysis combining quantitative data collection with qualitative expert input. The JRC team conducts a systematic review of existing scientific literature, gathers technical data from industry, regulatory bodies, and EU databases, and performs comparative analysis across Member States to assess the feasibility, impacts, and implementation challenges of the proposed framework. The methodology includes stakeholder consultations, expert workshops, and validation of findings through cross‑checking with external datasets and regulatory standards.
