Ceibal is Uruguay’s digital technology centre for education innovation at the service of public education policies. Ceibal promotes the integration of technology to improve learning and foster innovation, inclusion and personal growth.

Ceibal, as an innovation centre that promotes the integration of technology in education, is firmly committed to building safe, inclusive, and trustworthy digital environments that ensure participation and freedom of expression for the entire educational community. This commitment is addressed through a comprehensive approach that integrates technical, pedagogical, and cultural dimensions.
Within this framework, Ceibal has developed an information security strategy that includes the implementation of an Information Security Management System, aligned with international standards and best practices, and designed with a cross-cutting, organisation-wide approach.
In parallel, Ceibal provides tools and resources to support the safe use of digital technologies, encouraging a critical, responsible, and creative engagement with the internet. In particular, the Global and Local Digital Citizenship team develops materials, courses, and workshops for educators, aimed at strengthening key competencies for the exercise of citizenship in digital contexts.
In addition, Ceibal promotes open and everyday spaces for dialogue, enabling children and adolescents to share their online experiences and to feel confident seeking support when needed, contributing to a safer and more trustworthy internet.
About us
Ceibal’s strategy is built around seven core pillars, where device provision is only one component of a broader, systemic approach. The central premise is that while technology on its own does not solve educational challenges, it is no longer possible to imagine the future of education without it. From this perspective, Ceibal integrates infrastructure, pedagogy, content, and data to support meaningful and sustainable educational transformation.
The seven management pillars of Ceibal are:

- Professional development for teachers.
