Colombia Safer Internet Day Committee - Viguías (SIC+ programme member)

Profile last updated: January 2026

About our SID activities

Red PaPaz will mark Safer Internet Day with a coordinated set of activities focused on understanding and addressing the impacts of artificial intelligence on the development, well-being, and rights of children and adolescents. The initiative will combine public events, educational content, and a digital awareness campaign aimed at families, educators, young people, and decision-makers.

Through this campaign, Red PaPaz will promote informed public dialogue on how AI-driven technologies are reshaping children’s everyday experiences. Special attention will be given to emerging risks such as sexualised synthetic content, algorithmic amplification of harmful material, excessive data collection on minors, and the influence of automated systems on children’s autonomy, mental health, and educational trajectories.

These Safer Internet Day actions will be implemented through Viguías, the first Spanish-speaking Safer Internet Centre in Latin America. Viguías integrates four complementary programmes:

  • Te Protejo, a national hotline for reporting online violations of children’s rights.
  • Te Guío, a specialised helpline focused on preventing and addressing harmful sexual behaviours involving minors.
  • Tú Lideras, a youth participation and leadership network.
  • The Awareness Centre, which produces evidence-based resources and prevention strategies on safe and responsible internet use.

Together, these programmes enable Red PaPaz to connect prevention, reporting, support, and advocacy within a single child-centred digital protection framework.

By linking community engagement, evidence-based guidance, and digital rights advocacy, Red PaPaz’s Safer Internet Day campaign seeks to strengthen collective responsibility around artificial intelligence, promoting digital environments where innovation is aligned with care, accountability, and the best interests of children and adolescents.

What we are doing to create a better internet...

Viguías is the Safer Internet Centre of Red PaPaz and the first Spanish-speaking initiative of its kind in Latin America. It was created to respond to the growing and evolving risks that children and adolescents face in digital environments, placing their rights, well-being, and protection at the centre of all actions.

Viguías operates through an integrated model that combines prevention, reporting, guidance, youth participation, and evidence generation. Its work is grounded in a child-rights approach and seeks to strengthen the capacities of families, educators, institutions, and public authorities to prevent harm, respond effectively to online risks, and promote safer digital environments.

The centre brings together four complementary programs. Te Protejo functions as a national hotline for reporting online violations of children’s rights, particularly cases related to online sexual exploitation and abuse. Te Guío provides specialised guidance and prevention-oriented support on harmful sexual behaviours involving minors, offering evidence-based information and early intervention tools. Tú Lideras promotes youth participation and leadership, empowering adolescents to take an active role in shaping safer and more inclusive digital spaces. The Awareness Centre develops educational resources, campaigns, and training processes to support safe, responsible, and age-appropriate internet use.

Beyond direct services, Viguías plays a strategic role in generating evidence, informing public debate, and contributing to policy and regulatory processes related to child online safety. Through collaboration with national authorities, international networks, civil society, and the technology sector, Viguías works to ensure that digital platforms, services, and emerging technologies are designed and governed in ways that respect children’s rights and prioritise their best interests.

By connecting community-based action with national and international advocacy, Viguías strengthens collective responsibility for protecting children and adolescents online, fostering digital environments that are safer, more accountable, and centred on care.
