SIC+ programme: Serbia- National Contact Centre for Children Safety on the Internet/Centre for missing and exploited children

Two organisations are part of the SIC+ programme in Serbia:
- National Contact Centre for Children Safety on the Internet
- Centre for Missing and Exploited Children

These countries participate in the SIC+ (Safer Internet Centre plus) programme to share knowledge and good practices based on Europe’s experiences. It does not receive EU co-funding.

About the organisation

a. National Contact Centre for Children Safety on the Internet

The National Contact Centre for Child Safety on the Internet was formed within the Smart and Safe platform in 2017 in Belgrade and belongs to the Ministry of Information and Telecommunications. Three core activities of the centre are advisory support, forwarding cases of child abuse to institutions, and preventive measures. 
We pay great attention to preventive activities and for this reason, we hold presentations in primary and secondary schools for children and parents. They can contact us and depending on the problem, will get advice or if there is an element of a criminal offense, we will create the case, and forward it to the relevant institutions.

The Centre for Missing and Exploited Children is a non-governmental and non-profit association founded with the aim of improving 
the protection of children and young people primarily on the Internet, and then in the real world.
The Safer Internet Center will achieve its mission through organizing activities that are tasked with raising awareness of the potential dangers of excessive and uncontrolled internet use. Also , the Center will conduct education for parents and children who will at the same time teach participants how to prevent accidents at the intermediate level.

Awareness centre

National Contact Centre for Children Safety on the Internet

Education aims to get as many children as possible to understand the dangers of the internet so that children do not forget that the internet, besides its good sides, has bad ones too. In addition, the goal is for parents to be more informed and find ways to talk with their children about their online activities. For example, in 2023. we held: 120 presentations, throughout Serbia, attended by 7803 students,1097 parents and 302 teachers.

Our organisation is currently implementing a project called Web Detectives, which is aimed at educating school-age children about internet safety as well as how to report it if they encounter illegal or unintentional content.

Helpline

National Contact Centre for Children Safety on the Internet

From the beginning of the year, until today, 26.04. we achieved a total of 2079 communications. Out of that, citizens contacted us 1683 times via the free phone line and sent us 396 emails. Based on these communications, 361 cases were formed that could be advisory or forwarded to institutions for further action. Plans for the future include greater visibility on social networks, through content creation.

There is currently no helpline working within this organisation.

National Contact Centre for Children Safety on the Internet

From the beginning of the year, until today, 26.04. 361 cases were created, of which 344 cases were advisory, and 17 cases were forwarded to competent institutions for further action (15 to the High-Tech Crime Department at the police and 2 to the High-Tech Crime Prosecutor's Office). The criminal acts that dominate the referred cases are sextortion and grooming by predators.

There is currently no hotline working within this organisation.

Youth participation

National Contact Centre for Children Safety on the Internet

At the end of 2023, a large campaign against peer violence "Show respect - react to hate" was held. Along with professionals from our center, educators were also well-known young influencers. On that occasion, we visited 11 cities in Serbia and held presentations for 2,940 high school students. In the future, we want to include more youth participants, because we believe that children learn best from their peers.

In the project, the main actors are school-age children who will be trained to report illegal content they encounter during use through the application.
