This study examines children who commit sexual abuse against other children, drawing on insights from experts, practitioners, and ECPAT Sweden’s support services. The report highlights that 30–50 per cent of sexual offences against children are committed by another minor, yet the group is highly heterogeneous. Children who harm others may have diverse backgrounds, including experiences of trauma, social difficulties, unmet emotional needs, or challenges with impulse control.
Strategy for Prevention and Combating of Internet-Related Abuse of Children
This national strategy covers the period 2021–2025 and outlines 30 specific measures to prevent, detect, investigate, and support victims of online sexual abuse involving children, promoting cross-sector collaboration between governmental bodies, internet service providers, schools, parents, and NGOs. Issued by the Norwegian government, it aims to strengthen and coordinate efforts across various sectors and actors to tackle a dramatic increase in online child abuse cases.

The “Estrategia de Erradicación de la Violencia contra la Infancia y Adolescencia” (2023–2030) (EEVIA) is a national plan aimed at eliminating all forms of violence against children and adolescents. Infographic: sexual harassment online
The study ‘Sexual Harassment Online’ clearly shows that sexual harassment on the internet is a sad part of everyday life for many children and young people in Austria. The infographic shows the key findings of the study, which was conducted in October 2024. 405 young people between the ages of 11 and 17 took part in the online survey. In addition, 70 young people from four school classes aged between 13 and 19 were interviewed in focus groups. Interviews with experts from counselling centres and academia rounded off the study.
