Organic Law 8/2021 on the comprehensive protection of children and adolescents against violence provides comprehensive protection for children and adolescents against all forms of violence, including digital and online violence. It mandates prevention, early detection, reporting, protection, and support measures across education, health, social services, and digital environments, and requires protocols for cyberbullying, sexual abuse, and harmful content.

The Estonian Ministry of the Interior in its Internal Security Development Plan 2025-2028 has identified the prevention of child sexual abuse online as a separate action. To prevent cyberbullying and online child sexual abuse, activities have been developed and implemented to raise awareness and digital literacy among children and parents, and to develop the skills of professionals in this field. These activities are carried out through an ISF-funded project and in cooperation with the Estonian Police and Border Guard Board.

This translated activity workbook, based on the Digiduck story series, is designed for children aged 3 to 7 and provides a variety of quick, engaging activities to reinforce key online safety messages. It includes teacher instructions, optional visual aids for students, and printable resources. The activities are meant to follow the reading of one or more Digiduck stories—such as Digiduck’s Big Decision, Digiduck’s Famous Friend, Digiduck’s Detective Adventure, Digiduck and the Magic Castle, or Digiduck Saves the Day.

The project Empowering Children’s Participation in Malta enables child participation and youth collaboration in policy-making. It aims to improve the quality of life for children in Malta, giving voice to their needs and perspectives. The Human Rights Framework addresses human rights education and global citizenship in schools by providing thematic activities for different school years related to the historical background, characteristics, and applicability of human rights. Multiple topics are included, such as justice, civil and political rights, collective rights, and international cooperation.

Although promoting media literacy among young users is the top priority, the use of technical measures on the digital devices of younger children can be helpful. The range of technical child protection measures is vast, and they typically combine various functions to keep inappropriate content away from minors. This usually involves setting usage times, filtering content, and blocking certain applications.
