Day for the Protection of Children against Sexual Exploitation and Sexual Abuse
Harmonised national laws and international cooperation are essential to improve prevention, protect victims and prosecute perpetrators. The European Day helps to raise awareness to that end.

This study examines children who commit sexual abuse against other children, drawing on insights from experts, practitioners, and ECPAT Sweden’s support services. The report highlights that 30–50 per cent of sexual offences against children are committed by another minor, yet the group is highly heterogeneous. Children who harm others may have diverse backgrounds, including experiences of trauma, social difficulties, unmet emotional needs, or challenges with impulse control.

Combatting child sexual abuse EU strategy for a more effective fight against child sexual abuse (COM/2020/607 final)
The Strategy covers laws and other actions to fight child sexual abuse both online and offline. It covers stopping this crime from happening in the first place, helping its victims access comprehensive assistance and supporting law enforcement. A new centre will coordinate these different strands.
Criminal Code - Section 18 (650/2004) Distribution of a sexually obscene image
Relevant sections of the Criminal Code cover various aspects on online child sexual abuse and exploitation, namely:
- Distribution of a sexually obscene image (Section 18),
- Aggravated distribution of a sexually obscene image depicting a child (Section 18a),
- Illegal display or distribution of an audiovisual programme to a minor (Section 18b),
- Possession of a sexually obscene image depicting a child (Section 18c),

Temporary derogation from the ePrivacy Directive Regulation (EU) 2021/1232 on a temporary derogation from certain provisions of Directive 2002/58/EC as regards the use of technologies by number-independent interpersonal communications service providers
This law allows online communications services providers to continue voluntarily to detect, report and remove child sexual abuse material online until 3 August 2024. It is a temporary derogation from Articles 5(1) and 6(1) of the e-Privacy Directive.
This regulation is in effect from August 2, 2021 until April 3, 2026.

Artificial intelligence has become part of our everyday lives. This includes the increasingly authentic-looking deepfakes that are influencing the lives of children and young people. This factsheet provides an overview of the status quo of deepfakes, shows from a child protection perspective the problems that deepfakes can cause with regard to (sexualised) violence, and offers legal classifications as well as tips and support services.

Specialists play a crucial role in supporting adults and children who come into contact with depictions of sexualised violence against children and young people and sexual depictions of minors. The guide provides professionals from psychosocial and educational institutions with helpful information, the legal framework, step-by-step instructions and preventive measures to enable them to act quickly and appropriately.
SIC Sweden’s national summit “A Better Internet for Kids”
The program of the summit features new knowledge on children’s lives online and information on the support that the organisations behind the Safer Internet Centre Sweden offer. The program includes The Swedish Agency for the Media’s presentation of three new reports where children and young people’s media use and health, relation to influencers and girls with neuropsyciatric disabilities and online behaviour are examined. There is also a presentation of the Digital Services Act, DSA, from a senior expert of the European Commission.

Sexual exploitation of children is a serious and globally widespread crime that can manifest in many ways, including through so-called livestreamed sexual abuse. To combat this, ECPAT Sweden’s Financial Coalition launched ”Project Indicators” with the long term goal of preventing payments for child sexual abuse.
