In 2024, regulators and online service providers fully aligned around the Digital Services Act (DSA), a groundbreaking piece of legislation that regulates the provision of online services within the EU, regardless of whether the provider is based in Europe or not. This year, the focus has shifted to implementing these legislative principles in practice. In particular, measures aimed at safeguarding minors have gained significant momentum, with age verification being a key example.

The Consumer Affairs Act, originally enacted in 1994,  establishes a legal framework for consumer rights protection in Malta, including oversight by a Director General, a Consumer Affairs Council, dedicated tribunals for claims, and rules on unfair terms, product liability, and commercial guarantees.

The  Identity Documents Act establishes an identity document requirement and regulates the issue of identity documents to Estonian citizens and aliens by the Republic of Estonia. According to the Act, an Estonian citizen under the age of 15 does not have to have an identity card. An ID-card can be used to log in to e-services, such as an online bank, e-Kool (e-school). While there has been discussion on the EU Digital Identity Wallet (EUDI), a decision has not yet been taken on its implementation.

The internet is a big part of everyday life for young people, whether they're learning, playing, creating, or simply staying in touch with friends. However, as digital spaces become increasingly central to how children grow up, it's equally important that these spaces are safe, respectful, and designed with their rights and needs in mind. That’s precisely where the Digital Services Act (DSA) comes in.

In April 2022, the Children's Ombudsman, the Media Committee and Personal Data Protection  issued new guidelines for parents, guardians and staff in school and after-school activities concerning the internet, social media and children. The Guidelines contain the following three elements:
